The John J Pershing VA Medical Center is currently seeking a Program Support Assistant for Poplar Bluff, MO.
Duties
This position is organizationally aligned to the Caregiver Support Program, Patient Care Services, at a VHA health care facility. The primary duties of the Program Support Assistant (PSA) are program development, assist with data collection, analysis of trends, and implementation of best practices. The position provides staff support including office operations, information management, coordinates and integrates information necessary to the effective and efficient operation of the program which includes the PCAFC and the General Caregiver Program.
Duties include but are not limited to:
1. Accesses various databases such as CARMA, VSSC, V-Signals; obtains reports, filters information, analyzes, summarizes and provides reports to CSP Manager,
2. Communicates regularly with the Veterans and caregivers enrolled in the program; serves as the point of contact for the Caregiver Support Program.
3. Acts as timekeeper for the CSP.
4. Maintains program records, policies, and procedures manuals to meet Joint Commission and VHA standards.
5. Uses a computer to create, edit, process and analyze date/files
6. Monitors and evaluates caregiver activities (utilization of referrals/resources, training, appointments with the Veteran, caregiver strain, etc.)
7. Creates CARMA cases with date input to initiate the clinical program application. Makes demographic corrections in CARMA and CPRS. Uploads documents. Assist with MPI corrections in collaboration with eligibility staff.
8. Screen all calls and visitors for the CSP, answering most questions on established policy or routine matters. When calls are referred to CSP staff, the incumbent furnishes readily obtainable information to aid in the discussion.
9. Accepts telephone calls from CSP staff in the field, other VA staff, and/or community agency staff, regarding program inquiries, program concerns, etc. Incumbent obtains as much information as possible, provides information and resolves problems independently, when possible, prioritizes, and makes decisions regarding caller referral based on specific caller needs.
10. Schedules appointments and completed return to clinic orders for all CSP appointment needs.
11. Supports the preparation, modification, and issuing of all authorizations of care for approved services by ensuring proper documentation and adherence to timelines.
12. Collects and compiles data from the Caregiver Record Management Application (CARMA) and applies basic analytical methods to help ensure the medical facility and VISN 15 meet program goals and guidelines.
13. Processes incoming/outgoing materials such as correspondence, reports, memoranda and
other forms of written communication.
14. Manages (as clerk) the Service Fund Control Points (FCPs).
15. Procures office supplies, forms, equipment, and requests for maintenance/repairs.
16. Maintains suspense files for matters requiring action. Serves as recorder to all staff meetings
or committees.
17. Assists in the enrollment of Veterans and caregivers in the program, the coordination of services, and scheduling resource training.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience for the GS-6 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compiling and tracking data; updating and maintaining office files and records; performing automation duties using software applications such as word processing, spreadsheets, email, electronic calendars; drafting correspondence; answering phones and referring callers to appropriate party.
Specialized Experience for the GS-7 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: retrieving data from electronic data warehouses; analyzing data and making recommendations for improvement; researching and interpreting reference materials, policies, and/or regulations; proofreading correspondence; preparing reports and/or presentations for management briefings
Current Hybrid Title 38 employees: To qualify for a Title 5 position based on the Interchange agreement, you must meet the following:1. Be currently serving under a permanent appointment.2. Served continuously for at least 1 year in the other merit system prior to appointment under the interchange agreement.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary with limited walking, standing, sitting and lifting. Work is primarily within an office setting however the incumbent will need to move throughout the Medical Center in outpatient, inpatient, and other administrative settings. Safety and health precautions must be utilized dependent on the location.
