You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Senior Human Resources Specialist) in the Corporate Operations Department, Human Resources Division, Labor and Employee Relations Branch (Code 1014) of NAVAL SURFACE WARFARE CENTER, located in Port Hueneme, CA.
Duties
You will serve as a Senior Specialist and recognized expert in the area of the Federal Personnel Framework.
You will demonstrate mastery in the following functional areas: Staffing, Employee Relations, Labor Relations, Classification and Command Advisory services.
You will provide advisory services to all level of management on the substantive aspects of technical Human Resources programs.
You will establish and maintain effective relationships and gain the confidence and corporation of employees, supervisors, managers, legal staff, etc. on difficult issues.
You will lead, coordinate, and administer complex civilian Human Resources (HR) and management programs, including mentoring other HR employees.
You will perform classification and position management duties as well as address complex employee relations situations, administrative and union grievances, informal dispute resolution, serious employee complaints and disciplinary actions.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating the advisory services of an Employee Relations/Labor Relations (ER/LR) program to develop guidance for management regarding ER/LR issues.
