About the Position: This job announcement is for a Security Specialist (Physical/Personnel), GS-0080-11, position at the U.S. Army Corps of Engineers, Rock Island District located in Rock Island, IL.

Duties

Initiate background investigations and verify existing eligibilities. Manage the antiterrorism risk management process for organization facilities and other assets. Prepare written reports of inspections and surveys and be able to brief issues to senior leaders within the organization. Conduct physical security inspections of the restricted areas, locks, dams, resource management operations, and other various offices throughout the District. Review and evaluate security items, such as security lighting, fencing, intrusion detection systems, and control of government property. Manage the security system operation, make recommendations, and implement security system modifications and procedures. Issue Common Access Cards (CACs) to employees/contractors with appropriate documentation and authorization to obtain the card. Provide training and prepare security bulletins and awareness materials for security related systems and procedures. Review classified intelligence reports, law enforcement bulletins, and other threat information for items affecting the District or its personnel, especially those traveling to OCONUS or high threat areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Must have or be able to complete the USAMPS Conventional Physical Security Course (H3) within two years of employment and maintain physical security inspector credentials.
  • Must have or be able to complete the USAMPS Antiterrorism Officer Basic Course within two years of employment and maintain current Antiterrorism Officer certification.
  • Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site-specific, job-related requirements, and must maintain this license.
  • This position requires a Secret Clearance.

To qualify for the GS-11: Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes conducting and preparing reports of inspections and investigations; implementing an organization's security training program; utilizing automated security systems; and enforcing security plans in accordance with current policies and procedures. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for placement at the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
