This position is located in the Financial Services Directorate, Office of the Chief Operating Officer.
Duties
The incumbent will develop and maintain defensible Independent Cost Estimates (ICEs) for select Library programs; perform Independent Cost Assessments (ICAs), and craft, implement, and monitor the policies, procedures, and standards for cost management practices Library-wide. The incumbent will assess cost related risks, identify and communicate corrective actions, and collaborate with Service Unit leadership and management on budgetary and timing issues. Collaborative communication is an essential skill as the incumbent will work with Service Units and subject matter experts (SMEs) in the development of cost estimates and related cost management practices.
Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Ability to perform independent cost estimate review services. **
Ability to develop cost management policy and procedures. **
Ability to interpret and understand solution designs and architecture documents for a variety of different applications and environments. **
Ability to estimate the lifecycle costs of a complex program involving a multi-year acquisition.
Ability to construct and monitor data accumulation models to track costs and provide evidence-based cost information to management.
Ability to communicate analysis and/or recommendations through technical papers, presentations, and briefings.
Ability to communicate effectively other than in writing.
