The primary purpose of this position is to serve as a first-level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to HQ ACC, Directorate of Intelligence (S2), Mission Systems Branch (S2X).

Duties

Plans, organizes, and directs the activities of the Mission Systems Branch ensuring the branch complies with legal and regulatory requirements. Develops goals and objectives that integrate information technology management functions like portfolio management, life cycle management, DevSecOps management, strategic planning, and integration. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements,and EEO and diversity objectives. Represents organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships at NAF, MAJCOM, HAF, DOD, and national intelligence community levels.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

  • This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • Per DoD 8570.01-M, must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A) ***Salary Ranges includes local market supplement*** This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, auditing, and information security management. Typical functions include; developing and maintaining strategic plans; assessing policy needs and developing policies to govern IT activities; providing policy guidance to IT management, staff, and customers. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of IT principles, concepts, and methods sufficient to integrate mission objectives and prepare Intelligence Community policies and plans. 2. Knowledge and ability to integrate emerging technologies at the enterprise level, leverage cloud and edge capabilities, and manage a diverse portfolio of Intelligence, Surveillance and Reconnaissance hardware and software. 3. Knowledge of the full range of project management, systems integration, lifecycle management, and DevSecOps principles and techniques from an Air Force and/or MAJCOM level. 4. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance on various management programs and issues. 5. Knowledge of safety and security regulations, practices, and procedures. Ability to apply laws, executive orders, regulations, policies, and concepts pertaining to military and civilian personnel programs. 6. Ability to plan, organize, and direct the functions and staff, supervise, mentor, motivate, and appraise the staff of an organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 7. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, in working out solutions to problems or questions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
