You will serve as a Navy Cybersecurity subject matter expert to the Director, Enterprise Networks and Cybersecurity Division (OPNAV N2N6D) and Deputy Chief of Naval Operations (DCNO) for Information Warfare (OPNAV N2N6).

Duties

You will lead projects involving civilian Information Technology (IT) Series 2210 and/or Program Analyst Series 0343, contract IT specialists, and military members for both Intelligence and non-Intelligence capabilities in the US Navy. You will coordinate across Navy organizations to prepare briefs for the JROC, OPSDEPS TANK, and DEPSECDEF Cyber Council. You will provide oversight of Navy-wide implementation of Department of Defense (DOD), Department of Navy (DON), and Chief of Naval Operations (OPNAV) policies regarding Cybersecurity. You will coordinate across Navy organizations to prepare briefs for the JROC, OPSDEPS TANK, and DEPSECDEF Cyber Council. You will act as Secretariat for the 3-star Navy Weapons Systems Cyber Resiliency Governance forum. You will act as the Deputy and Executive Agent to the Program Objective Memorandum (POM) Cyber Cross Functional Team led by the Director, N2N6D. You will engage in strategic, intermediate and long-term planning, coordination and implementation oversight of cybersecurity strategies to include Intelligence Community. You will formulate Enterprise corrective policies, standards, and actions.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 (Cyber Policy and Strategy Planner).

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-14) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: Evaluating NSA cyber threat assessments against Navy programs and systems conducted as part of the Strategic Cybersecurity Program (SCP). Coordinating and implementing oversight of cybersecurity policies/strategies for the command. Conducting analysis of processes and policies to ensure cybersecurity capabilities are synchronized with the Joint Capability Integration & Development System (JCIDS), Planning Programming Budgeting & Execution (PPBE), and DoD 5000 instructions while maintaining Navy equities.
