Duties
The incumbent of the positions leads the NIST Executive Secretariat team.
- Evaluates and advises on current NIST methods related to the Executive Secretariat, Federal Register, and FACA programs at NIST.
- Manages briefing book and other actions for or originating with the NIST Director and Chief of Staff, including leading the tasking process; attending and/or leading meetings related to assignments; coordinating assignments; establishing and maintaining relationships with all NIST office point of contacts and DOC Executive Secretariats.
- Research, reviews, write drafts of talking points, correspondence, executive summaries, communications, presentations, speeches, and briefing materials.
- Analyzes, develops, and deploys policies and procedures within area of responsibilities; assesses their effectiveness; and engages with staff across all NIST operating units to ensure uniform adoption and utilization of established policies and procedures.
- Reviews, develops, and facilitates responses to email, correspondence, action items, and taskings; monitor response progress, coordination, and collaboration; track progress against actions from internal and external sources; assigns executive actions to other offices and monitors due dates for actions.
- Serves as the lead for all engagement with GSA and GAO on FACA operations, ensuring the timely publication of Federal Register Notices, requests for information, and required reporting to the WH, Congress and other stakeholders.

Qualifications
This position requires one year of specialized experience equivalent to at least the GS-13 (ZA-3 at NIST) level. Specialized experience is defined as knowledge of agencies goals, policies, and objectives, and relationships with other programs and key functions within Federal Government; visionary and able to establish new or enhance existing processes and workflows facilitating the flow of communications within the Director's office; attention to detail and ability to establish and maintain deadlines and schedules.; experience simultaneously managing and prioritizing multiple assignments; ability to communicate effectively in order to exchange information and, in some cases, resolve problems in connection with the certification packages; strong interpersonal skills, including ability to work cooperatively with multiple customers and stakeholders.
