Duties
To manage the legislative agenda with the U.S. House of Representatives and U.S. Senate and to be the primary advisor on NIST legislation and legislative issues before Congress in particular MEP and Mfg USA; procedural expert on formulating legislative agendas; develops annual NIST legislative package clearing NIST, DOC and OMB to deliver critical legislative agenda to Congress. Advises NIST and DOC managers on Congressional/Legislative Actions/Issues impacting NIST; /garners Cong. Support; provides expert advice and liaison with Congress on budget and science and technology policy issues; drafts/edits/analyzes legislation; develops testimony and prep for agency witnesses at hearings; briefs Congress and staff on NIST issues.

Qualifications
This position requires one year of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST). Specialized experience is defined as experience serving on a Congressional staff or in a Congressional relations role in an agency or organization; planning and developing testimony, briefing materials, and activities associated with Congressional consideration. Interfacing with and advising stakeholders/policymakers on matters relating to congressional and intergovernmental affairs programs and policies and providing analysis of potential legislation and its impact.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
