Duties
The Hollings Manufacturing Extension Partnership (MEP) is based at NIST and its mission is to enhance the productivity and technological performance of U.S. manufacturing. MEP is a public-private partnership. Through its collaborations at the federal, state and local level, MEP Centers work with manufacturers to develop new products and customers, expand and diversify markets, adopt new technology, and enhance value within supply chains. The MEP Program serves as a bridge to other organizations and federal research labs that share a passion for enhancing the manufacturing community.
If hired as Supervisory Management and Program Analystfor the MEP group, your duties will include:
Establishing external policies, strategic planning, marketing, communications, legislative review, government relations affairs & essential program activities.
Serving as the liaison regarding all legislative and applicable regulation matters and attending meetings with Congressional staff and supporting critical briefings for Congressional leadership.
Responding in a timely manner to inquires of the division.
Serving and supporting as a spokesperson of the program and a primary POC for connections with senior NIST personnel, senior DoC personnel, White House staff, Federal and State agency partners, & other senior officials.
Working in coordination and maintaining good working relationships with all NIST offices, particularly the NIST Public Affairs Office & NIST Congressional & Legislative Affairs office.
Managing all media communications, including existing or new external internal platforms used for stakeholder communication.
Overseeing all program marketing and branding activities, including OU reports, presentations and materials, talking points, speech preparations, social media coordination and digital media engagement.
Providing support to MEP leadership on the program's statutory FACA MEP Advisory Board.
Creating and supporting a system and an environment that support Diversity, Equity, Inclusion and Accessibility principles and processes.

- Merit applicants must meet time-in-grade/band requirements, as applicable
- Completion of Confidential Financial Disclosure, Form OGE-450

Qualifications
One year of specialized experience equivalent to at least the GS-14 (ZA-IV at NIST). Specialized experience is defined as:
Experience as a supervisor leading staff to take actions related to advancing a program's fundamental goals and objectives through press, communications, and legislative affairs.
Serving as spokesperson of a program and its primary point-of-contact with Senior personnel.
Overseeing marketing and branding activities for an organization.
Creating and developing policies and procedures within and outside your organization.
Serving as the liaison regarding all legislative and regulation matters and attending meetings with Congressional staff.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
