Primary purpose: to serve as a DoD financial management specialist performing assignments that include special projects such as detection of financial problems, research and resolutions, system improvements and upgrading of existing financial services. This is a developmental position with known promotion potential to the target position of GS-0501-11.
Duties
Performs financial analysis associated with annual appropriations such as Operations and Maintenance (O&M). multi-year funds such as Research Development, Training and Evaluation funds, Family Housing Construction funds, Central Procurement funds, Foreign Military Sales and Working Capital funds.
Monitors budget execution and administration work involving the obligations incurred and the actual expenditures from different sources and types of funding such as direct annual, multi-year, and no year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially-funded operations; and refunds.
Evaluates and advises management of programs in attaining goals and objectives, developing and presenting management control charts.
Provides technical and administrative instructions on Formant Account Review Quarterly (DARQ).
Serves as a focal point for Defense Enterprise Accounting and Management System (DEAMS).

- Incumbent of this position must obtain this certification with two (2) years of entry into this level. Once certified, the incumbent must meet the continuing education training requirement as outlined in the DoDI 1300.26.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of the Financial Management Specialist and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. This definition of specialized experience is typical of work performed at the GS-05 grade/level position or equivalent in the federal service.

EDUCATION: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Knowledge of DoD missions, functions, goals, objectives, work processes and sources of funding pertinent to installation base and tenant organizations. Knowledge of sources of factual information about and related to process of financial analysis, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. Knowledge of DoD automated data processing concepts and financial management systems capabilities to accomplish accounting tasks. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05/07/09 level is required to meet the time-in-grade requirements for the GS-07/09/11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
For GS 07/09:
Knowledge of basic principles of a Financial Management Specialist or related field.
Skill in communicating factual and procedural information clearly, orally and in writing.
Ability to learn basic techniques of a Financial Management Specialist.
Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
Ability to plan and organize work and consult effectively with co-workers.
For GS 11:
Knowledge of DoD budgetary and commonly used accounting practices, methods, and techniques and generally accepted accounting principles and standards
Knowledge of DoD missions, functions, goals, objectives, work processes and sources of funding pertinent to installation base and tenant organizations.
Knowledge of sources of factual information about and related to process of financial analysis, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
Knowledge of DoD automated data processing concepts and financial management systems capabilities to accomplish accounting tasks.
Skill in recording and classifying financial data.
Ability to gather assemble, interpret, and analyze data and to report financial management information. Ability to communicate effectively, both orally and in writing, to include presenting financial data in written reports, statements, and platform briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
