You will serve as a Procurement Analyst in the PURCHASE REQUISITION BRANCH of the PROPERTY MANAGEMENT DIVISION in the CORPORATE OPERATIONS DEPARTMENT for NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-09 and GS-10. The NT-2 pay band encompasses positions equivalent to GS-05 and GS-08.

Duties

You will be responsible for reviewing and analyzing procurement requirements for internal and external customers in major Programs across NSWCDD. You will be required to determine the appropriate and compliant procurement vehicle which conforms to FAR requirements. You will oversee the life-cycle procurement process to include Material Screening, ITPR Coordination, PR Creation and Buying actions, DLR Processing, Discrepancy Reporting, and DRMO Requisitioning. You will assist customers with completing the necessary procurement documentation, and ensure FIAR audit readiness. You will hold a Government Purchase Card and be responsible for reconciliation each month. Incumbent will be responsible for completing all necessary ERP and applicable system transactions. You will review and adhere to business rules and practices. You will define system and process inefficiencies and recommend standard practices and systems.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

For the NT-03: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower band NT-02 (GS-05 through 08) in the federal service or equivalent experience in the private or public sector reviewing procedures to ensure regulatory compliance of procurement operations. For the NT-02: Your resume must demonstrate at least three (3) years of general experience that includes one (1) year of specialized experience at or equivalent to the next lower pay band,NT-01 (GS-01 through GS-04 equivalent) in the Federal service or equivalent experience in the private or public sector performing administrative support work that demonstrates the ability to: apply analytical techniques to identify and resolve problems impacting procurement operations. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NT-03:
  • Successful completion of a master's or equivalent graduate degree; OR
  • Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
  • Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.


For the NT-02:
  • Successful completion of a four-year course of study leading to a bachelor's degree.
  • A combination of experience and education as described above that equates to one year of experience.
