The primary purpose of this position is: This is a career broadening position. AFLOA represents the US AF in contract litigation, most of which occurs at the US Government Accountability Office, the Armed Services Board of Contract Appeals and the US Court of Federal Claims. AFLOA also often represents the agency in ADR proceedings; e.g., mediation or arbitration.
Duties
Duty 1:
Assists the Chief, JACL and/or designated supervisor in carrying out responsibilities in matters pertaining to civilian personnel and labor law. Advises at the Secretary of the AF, Chief of Staff level, Air Staff level,
Senior Program managers, and MAJCOM level personnel on the development of HQ USAF-level policy
relating to civilian personnel matters.
Duty 2:
Serves as a senior attorney for litigation in Federal Courts involving the AF with responsibility for planning
and accomplishing diversified legal work pertaining to litigation matters arising out of AF civilian personnel
and labor matters. Duties relate to the protection of equal employment opportunity principles and the civilian personnel policy interests of the AF. Represents the AF as the agency representative in actions in which the AF, and where designated, the Department of Defense, is defendant or client and includes defense of actions in which government officials are sued in their individual capacities for damages claimed by reason of alleged constitutional torts.
Duty 3:
Is lead counsel and defends the AF worldwide, at all command levels, in administrative litigation of cases
before the FLRA, EEOC, MSPB, FSIP, FMCS, OSC, federal sector arbitrators, state Unemployment
Compensation agencies, state Worker's Compensation agencies, and officials directed to adjudicate
grievances through the Agency Grievance Procedure.
Duty 4:
Trains judge advocates, civilian attorneys, paralegals, personnel specialists, equal employment opportunity specialists, commanders, managers, and supervisors on all aspects of labor and employment law to ensure observation of regulations, law, and the constitution. Assists in the development and updating of federal employee and labor law courses, continuing legal education courses, and surveys of the law for active duty and reserve AF judge advocates.

- Must be able to obtain and maintain an appropriate security clearance.
- PCS cost may be paid IAW Career Broadening Policy under this agreement.
- Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.
- Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.

- Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
Qualifications
GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
BASIC REQUIREMENT: Applicant must be a graduate of a law school accredited by the -And- an active (or equivalent) member, in good standing, of the bar of the highest court of a state, U.S. commonwealth, U.S. territory, or the District of Columbia.
SPECIALIZED EXPERIENCE: In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Attorney Advisor (Labor)
1. Knowledge of applicable substantive federal law, regulations, and policies pertaining to federal labor and employment law.
2. Knowledge of Federal Rules of Civil Procedure, and litigation techniques necessary for the defense of the AF in administrative and judicial forums.
3. Knowledge of the role and duties of a Government/Air Force attorney to include an understanding of
Department of Defense and Air Force structure and chain of command.
4. Skill in various research methodologies to include computer-assisted technology.
5. Ability to communicate effectively both orally and in writing.
6. Ability to gather facts and effectively evaluate and analyze them to develop evidence to support Air Force litigation positions. Ability to defend the AF before administrative and judicial forums. Ability to supervise and lead other attorneys responsible for handling Federal defensive litigation
Education
EDUCATION: Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
