This position is located in the Logistics Management Service Line, Mail Section for the Northern Arizona VA Healthcare System (NAVAHCS), Prescott, Arizona. NAVAHCS is a system of facilities throughout Northern Arizona including Community Based Outpatient Clinics (CBOC). The incumbent provides enhanced delivery and reproduction functions for staff and patients throughout NAVAHCS.
Duties
Major duties include but are not limited to the following:
Receives all facility mail from external sources; e.g., USPS, UPS, FEDEX e.t.c, including handling of hazardous and/or perishable materials, urgent and sensitive documents (Express mail , Priority mail) among different carriers that requires signature and acknowledgment of employee.
Sorts bulk mail from post office, and performs mail handling tasks such as rerouting misdirected mail, date stamping, counting mail, screening for priority items, preparing routing and control forms, etc.
Utilizes knowledge of the organizational structure of the serviced units to classify, to identify policy issues, and route materials to various points.
Perform functions using a government vehicle, requiring the incumbent to have a valid, government or state issued Drivers license.
Sets up, operates, adjusts, and monitors the operation of single or multiple function equipment such as copiers, duplicators, mail processing machines, etc.
Researches all addresses for return to sender mail, may include contacting recipient of returned mail to verify address.
Exercises independent judgment regarding the most appropriate approach that is in accordance with established procedures and practices.
Uses computer and data entry skills to carry out duties associated with the sending and indexing of high specialized medical information consisting of a variety of formatted forms.
Displays good oral and written communication skills, using tact and diplomacy in communicating with a wide variety of employees at all levels of the organization and outside healthcare facilities.
Keeps abreast of regulatory requirements, maintenance, and disposition of legal medical documents scanned.
Meets the needs of customers while supporting VA missions.
Work Schedule: Monday through Friday, 7:30 AM to 4:00 PM

Qualifications

Selective Placement Factor: Requires the incumbent to have a valid driver's license to operate a motor vehicle issued by a State or Territory of the United States.
You may qualify based on your experience and/or education as described below:
General Experience: You must possess one (1) year of general experience with progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Evidence of general experience must be supported on the resume by detailed documentation of duties performed in positions held.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. (TRANSCRIPT REQUIRED).

Combination: Applicants may also combine education and experience to qualify at this level. You must possess at least 6 months general experience and successfully completed 1 year of post-high school education to meet total qualification requirements at the GS-4 level. (TRANSCRIPT REQUIRED)

Physical Requirements: The position places several physical demands upon the incumbent. Delivery routes require walking and traveling outside between buildings in all types of weather. The incumbent is required to move wheeled postage hampers weighing up to 80 pounds. Incumbent is required to individually lift and place parcels weighting up to 50 pounds and, with assistance, parcels weighing up to 70 pounds. Work requires standing and walking for extended periods. There is also some physical exertion necessary to set up, operate, and monitor the operation of various reproduction equipment. Lifts, on a recurring basis, a variety of moderately heavy materials and supplies.
