This position is located in the Department of Justice, Civil Division, Office of Management Programs, Office of Planning, Budget and Evaluation (OPBE). OPBE is responsible for strategic planning, performance review, budget development/formulation, legislation and Congressional correspondence tracking, budget execution, payroll, travel, accounts maintenance, reimbursement and billing and debt tracking.

Duties

As a GS- 0501-9, your typical work assignments may include the following: Performing a broad range of various financial management activities, such as reviewing & creating transactions and entries for appropriations, allotments, reimbursable accounts, travel, commercial payments, interagency agreements, working capital fund, and funds transfers. Conducting research and analysis to resolve issues such as improper and incorrect payments. Certifying compensation claims, travel authorizations, vouchers, and transactions. Ensuring invoices for payment are in compliance with agency standards and other applicable laws, regulations, and procedures are met or upheld. Collecting, analyzing, and validating cost data to manage resources for assigned program areas. Drafting summaries, narrative statements, information, correspondence, factsheets, data, and preliminary financial reports based on reviews and analysis for use by officials to support decision-making. Tracking and reviewing program funding and spending data.

Requirements

  • You must be a United States Citizen or National.

Qualifications

To qualify for the position of Financial Management Specialistat GS-0501-9 , you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. To qualify for the position of Financial Management Specialist, at GS-0501-09, you must meet the qualification requirements listed below. If you are a current government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the second lower grade level GS-07, to meet the time-in-grade requirements for this occupational series and grade. To qualify for the GS-09 position, you must demonstrate that you have at least one of the following: 1) At least one full year (52 weeks) of specialized experience equivalent to the GS-7 level in the Federal service performing such duties as: assisting with financial disbursement activities such as processing and or reviewing expenditures of appropriations, allotments, reimbursable accounts; researching, analyzing, and interpreting financial policies, laws, rules, and regulations; and reviewing travel authorizations & vouchers for accuracy and validity. OR 2) Possess a master's degree or equivalent graduate degree; OR 3) Possess 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work; OR 4) Possess a LL.B. or J.D. if related; OR 5) Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements are at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Divide your total semester hours by 54 and add the percentages together. You MUST meet all qualification requirements, including Time-in-Grade, by the closing date of this announcement.
