About the Position: This position is located in the G33 Current Operations, G3/5/7 Plans & Operations, U.S. Installation Management Command-Pacific, Fort Shafter, Hawaii, which is near the Historical Palm Circle on the island of Oahu

Duties

Work with individuals and organizations within the command to determine Knowledge Management (KM) requirements, assess existing and emerging capabilities to fulfill those needs, and provide recommendations to leadership for implementation. Serves as an expert KM practitioner and functional/technical agent for IMCOM-Pacific. Identifies internal and external best practices. Executes and complies with policy and program guidance governing the implementation and management of knowledge management initiatives at IMCOM-Pacific. Educates leadership and employees about KM and its benefits. Ensures command follows established policies, doctrine of knowledge management and any related KM/IT certifications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must be able to perform up to 10% of temporary duty (TDY) travel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In order to be minimally qualified for the GS-11 position, you must meet one of the following: One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent pay band which includes: applying analytical methods to assess Knowledge Management solutions to evaluate their effectiveness; assisting in the development and implementation of detailed long-range plans goals and objectives. OR B. Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR C. Possess the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) OR D. Possess the experience as described in A AND the education described in B. (Note: You must attach a copy of your transcripts.) In order to be minimally qualified for the GS-09 position, you must meet one of the following: A. I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes assisting with applying analytical methods to assess Knowledge Management solutions to evaluate their effectiveness; assisting in the development and implementation of detailed long-range plans goals and objectives. OR B. I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration or other related fields of study. (Note: You must attach a copy of your transcripts.) OR C. I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. And 52 weeks of Federal service at the next lower grade or equivalent (GS-07) for the GS-09 grade.
