You will serve as a PROGRAM ANALYST in the Contingency Engineering Divison of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Duties
You will ensure that budget formulation assumptions, financial management analyses, and recommendations are in accordance with all applicable program policies, procedures, and guidance.
You will assist with the development of detailed programming and financial planning, justification and documentation as required.
You will provide complex substantive management support services in the areas of program cost analysis, annual/multi-year long range fiscal planning, and development of annual work-plan(s).
You will coordinate with Financial Management in the establishment of Job Order Numbers (JONs) and cost accounts based on the proper fund sources.
You will track and evaluate the budget throughout the operating year via integrated reporting systems against the Command Strategic Plan goals and OPTAT.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assuring agency budget forecasts, estimates, and submissions conform to requirements, guidance, and financial objectives of assigned funds; 2) Developing, implementing, and advising on organization policies and controls for obligation and expenditure of funds; 3) Analyzing a program's goals, objectives, workforce, work methods, and functions to determine whether requests for funds and expenditures are proper, necessary, and timely; 4) Gathering, assembling, and analyzing data to prepare a strategy for presenting, explaining, and documenting budget requests; and 5) Presenting, justifying, and/or recommending budget adjustments, reprogramming, and resolution of budget issues to personnel.
