This position is located in the Office of International Affairs (OIA) , Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

The incumbent is a specialist in organizational administrative management programs and is responsible for working on parts of or whole studies related to a wide variety of administrative management areas that include, but are not limited to: Paperwork Reduction and Information Collection (to include working within OIA to gather, prepare, submit PRA documents to OMD and 0MB); Records Retention and Management (to include reviewing current schedules and working with OMD/OMB to update as needed); Space and Equipment Management; Budget Analysis and Preparation; Financial Management; Program Evaluation; Management Information Systems; Forms Management; Organizational Analysis; Personnel and Human Resources Management and Automated Systems Management.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.   To be deemed as qualified candidates must meet the educational qualification requirements or the specialized experience requirements or a combination of both education and specialized experience. GS-11 A. Education Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR B. Specialized Experience Candidates must have one year of specialized experience which is equivalent to the GS-9 grade level in the Federal service. Specialized experience is defined as:1. Experience conducting studies on a wide variety of administrative management areas including: Paperwork Reduction and Information Collection, Records Retention and Management, Space and Equipment Management, Personnel and/or Human Resources Management and Automated Systems Management.2. Experience drafting reports and discussing proposals and issues with a wide range of interested parties.3. Experience developing justifications and making suggestions related to better use of and/or enhancing resources and services.ORC. Combination of both education and experiencePART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
