About the Position: Fort Liberty is known as the "Home of the Airborne and Special Operations Forces." It is a culturally diverse area with both rural and city populations and is co-located at Fayetteville, NC. It is centrally located just hours away from the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains.
Duties
Develops scope and method of work to accomplish repair and/or replacement of HVAC systems, architectural, plumbing, electrical, civil works, pavements, utilities and Mold remediation.
Justifies the engineering rationale and policies of assigned projects through written and oral communications to facility program managers and supervisors.
Negotiates quantities, labor, equipment, etc., with contractors for DOC Ordering Officers and prepares contract documents for signature reflecting same.
Develops work schedule, monitors progress of work, develops supporting documentation for construction modifications, supports government inspectors by clarifying questions that develop pertaining to original intent.
Attends site visits and conducts meetings, with the Ordering Officer as necessary to develop project agreements between the customer, other DPW action officers, contractor representatives, and others.
Initiates and coordinates clearances for all work order projects whether or not assigned for development.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess and maintain a valid driver's license.
- Must successfully pass physical examinations as required by Federal and Office of Safety and Occupational Health Administration guides.
- This position is designated as essential during inclement weather.
- Incumbent may be subject to a one-year probationary period.

Specialized Experience: One year of specialized experience which includes determines best construction or repair methodology and final scope of work for Sustainment, Restoration and Modernization projects AND prepares written scopes of work, concept drawings and sketches to convey intended requirements to Ordering Officers and Contracting Agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
