The primary purpose of this position is to perform as a Program Specialist, providing advice and assistance in a variety of duties as well as continuously monitor and improve data collection and reporting.

Duties

Duties include, but are not limited to: Budgeting-Financial Management - 35% The incumbent functions as the budget and finance coordinator for the Medical Service. This includes budget formulation, justification, and execution; financial management, financial reporting, preparing and submitting annual budget requests, and budget increase requests as necessary. The Program Specialist will provide advice to the Administrative Officer/Service Chief on financial and budgetary matters; guidance on major clinical and educational programs. The Program Specialist will have comprehensive knowledge of and serve as a member of the facility and VISN clinical product review committee (CPRC) as well as equipment committee. Incumbent will ensure that Medical Service accurately documents requirements through the facility budgetary office as well as in FORCE to ensure CTX receives optimal funding. Knowledge to analyze and prepare budget plans, manage fund control point; and will work closely with Decision Support System (DSS) to ensure proper accounting resources and implement fiscal management for Medical Service. Also, monitors annual budgets making necessary adjustments in executions and reallocating resources; initiates appropriate requests to resource management to meet immediate or planned Service needs for funding, space, and other resources. Incumbent will prepare budget reports and new requests based on analyses and outcome productivity data, and will be able to present, support, and discuss such requests to/with senior management. Provides instruction to service management officials during budget calls and local budget formulation processes. Performs service budget formulation including preparing detailed analyses and estimates of annual funding needs for one or more future budget years. Reviews historical data of how funds were utilized within the administered program. Prepares estimates for projected budget(s). Prepares justification for the estimates. Contract Management - 35% The Program Specialist will work with service Administrative Officer to prepare, manage and monitor payment of services contracts; to include but not limited to Cardiac Catheter Laboratory Consignment, GI Endoscopy Scope Lease, Joint Incentive Fund (JIFF housekeeping) 16 room Sleep Lab@ approximately 10K Square feet, Locums Tenens and other contractual needs of the service. Collaborates with Human Resources, Finance, Logistics Management Service and the Consolidated Contracting Authority to ensure proper protocols for purchasing healthcare services and instituting sharing agreements. Incumbent will prepare statements of work for the purchase of healthcare services, review and evaluate proposals for contracted services, manage the contracting officer representative (COR) for all contracts in the service; update information on Service current budget ensuring sufficient funds, personnel, and administrative resources are accountable and accurate. Incumbent provides advice to the Service Chief on contracting and procurement policies and issues; and will conduct workload and cost analyses to determine needs and the cost effectiveness/productivity of new service contracts. Equipment Management - 30% The Program Specialist will serve as the Equipment Inventory Listing (Ell) specialist for the service performing monthly, quarterly, and annual inspections at three different sites (Austin, Temple and Waco, TX.). Incumbent will Collaborate with Supply Chain Management Service (SCM) and Prosthetics and Sensory Aids Service (PSAS) for all equipment and supply needs to include telehealth equipment, in the supply process and distribution section to ensure equipment requests are properly submitted. Incumbent will review, prioritize, and approves equipment requests for Medical Service; makes determination on purchases, signing all necessary request forms in a timely manner; performing periodic reviews and inventory of equipment to ensure safe functioning, upgrading as required. Incumbent will assist all Medicine subspecialties in determining, requesting, and prioritizing basic equipment required for the proper access and delivery of healthcare services to Veterans. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists as a service level representative for all logistical support to include equipment, contracts, supplies, and all budget related items; Supports functions as the budget and finance coordinator preparing and submitting annual budget requests; Maintains a use of life file plan for major equipment and ensure; Assists preparing statements of work for the purchase of healthcare services and review and evaluate proposals for contracted services; Contributes to making determination on purchase requests and prioritizes equipment required for the proper access and delivery of health care; Analyzes and evaluates the efficiency and effectiveness of multiple program operations in the service assessing that specialties have necessary equipment. In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunction with travel to and attendance at meetings and/or conferences way from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
