Duties
Duties and responsibilities for this position include, but not limited to the following:
Delegated full authority of the Chief, Health Administration Service for administrative activities occurring on tour.
Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission, nursing home, dental, domiciliary, fee basis, and outpatient care, dental treatment, patient transfer, pertaining to the administration of laws concerning.
Coordinates the resolution of medical-legal problems concerning the Medical Center.
Ensures that appropriate legal, regulatory and policy requirement are met.
Processes administrative issues surrounding beneficiary death, seriously illnesses, elopement , suicides, assaults, deaths on arrival (DOA's), homicides, Code Blue, Code Atlas , cost recovery matters, and facility or community disasters etc.
Assumes control of communications and notifications in event of local and civil disasters, in accordance with local facility disaster plan.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 one year of experience equivalent to the GS 05 grade level that includes experience such as facilitates and monitors employee work performance and standards: to develop and/or apply existing VISTA computer applications and software programs which impact the outpatient encounters and patient demographic information as well as those computer programs which may be utilized for abstracting pertinent data and workload statistics for management reporting purposes. Must possess and demonstrate knowledge of specific programs and services provided at the Medical Center and the Medical College of Virginia Sharing Agreement to insure internal an external patient referrals are coordinated accurately and timely. Knowledge of OPM and personnel programs; i.e., EEO, time attendance and leave policies, performance issue ,employee competencies.

To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement? You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for positions at grades GS-7. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: facilitates and monitor employee work performance and standards. Develops and/or applies existing VISTA computer applications and software programs. Utilizes abstracting pertinent data and workload statistics for management reporting purposes. Ensures internal and external patient referrals are coordinated accurately and timely. Maintains personnel programs, i.e., EEO, time attendance and leave policies, performance issue, employee competencies. Provides exceptional skills and abilities in meeting and dealing with a myriad of internal and external customers, staff, and representatives. Coordinates multiple administrative tasks. Prioritizes work assignments and unit goals. Point of contact for the Medical Center's reimbursable insurance program and Veteran's copay responsibilities. Convey basic understanding to our Veterans and make appropriate referral to specific subject matter experts when necessary.

To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
