This Program Support Assistant position is within the Environmental Service (EVS) at the Bedford VA Healthcare System, located in Bedford, MA. It is full-time at 40 hours per week.

Duties

Serves as the Program Support Assistant in the Environmental Services (EVS) program section at the VA Bedford Healthcare System in Bedford Massachusetts. The Program Support Assistant position is pivotal in deriving and analyzing qualitative and quantitative information from which the most cost-effective, efficient, and highest quality cleaning services can be implemented. The incumbent works closely with the management staff to provide Program and Clerical Support to the service and acts as the Environmental Services Timekeeper with an overall FTE of approximately 120. . Duties include, but are not limited to: Receives requests for information, advises when the information can be furnished, and provides it personally from files and records or follows up with staff to see that it is provided. Performs work involving the collection, compilation, and /or tracking of data and statistical information in support of the Environmental Services (EVS) program operation. Reviews documents and reports for completeness and enters pertinent information into an automated tracking system or creates spreadsheets/databases to track them. Prepares a wide variety of recurring and nonrecurring correspondence, reports, and other documents. Establishes, updates, and maintains office files and records. Keeps/types meeting minutes, agendas, and reports. Establishes suspense dates as directed by the supervisor and brings to supervisor's attention those that require prompt attention or those that cannot be met by requested dates. Prepares, executes, and/or tracks program specific information. Performs office automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database, and/or graphics. Assists other users regarding selection of applications, training on a variety of standard application packages, and selection of appropriate formats and procedures for each task. Uses word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports, and memoranda; and transmitting and receiving emails. Schedules appointments, coordinates meetings, and/or arranges conferences. Must follow through on administrative details. Maintains the appointment calendar, schedules appointments, reminds supervisor/staff members of the subject matter prior to meetings, and makes administrative arrangements as required. Assists Environmental Services managers in handling all Union and Human Resources correspondence and personnel management documentation as needed. Serves as official timekeeper for the site and maintains service record cards for all employees. This position is covered by locality-based comparability pay. Current Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience typically include but are not limited to: Using various management tools and techniques for gathering, analyzing, and reporting data Presenting seemingly unrelated information in a cohesive and relevant format Initiative in planning and completing assignments. Understanding composition, grammar, spelling and punctuation Arranging all typed materials so that it conforms to formats for publication that may be highly stylized and complex. Using a variety software programs such as Microsoft Word, Excel, PowerPoint, and AdobePro. Operating office equipment i.e., photocopier, printer, fax machine, multiline telephone, calculator, dictation equipment and multi-function devices. You will be rated on the following Competencies for this position: CommunicationComputer SkillsInterpersonal SkillsManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work area is usually an adequately lighted, heated, and ventilated office of medical facility setting. The work environment involves everyday risks or discomforts that require normal safety precautions. Typically, sedentary and may require some walking, standing, bending, carrying and/or lifting of light items like papers or books.The work requires mostly keyboarding/computer work to prepare correspondence, update databases, emails. Also, some filing and light walking to retrieve/deliver letters or to meetings.
