The primary purpose of this position is to serve as Directorate of Financial Management and Comptroller, Financial Services Division, Functional Systems Branch. Duties to include: budget. cost. requirements analysis, and program management functions.
Duties
Incumbent serves as a Financial Management Specialist to perform financial analysis work requiring the application of financial principles, theories, concepts, and practices to ensure that financial management and financial systems produce accurate results and meet legal requirements as well as Chief Financial Officer, CFO, compliance.
Incumbent recommends, defines, establishes, and develops functional systems requirements and specifications through the continuous review and analysis of records, reports, and system user comments for applicable systems and interfaces.
Incumbent reviews or evaluates new information such as policy statements, regulatory directives, and legislation to identify their effect on the execution of financial accounting systems and processes.
Manages Projects for Financial Management Systems.
Performs financial analyses and prepares a variety of reports and related documents.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Manangement Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes financial management accounting, formulation, justification and/or execution of budgets for organizations, programs, or projects; support the organization strategic goals, objective and managing and/or participating in planning, directing, integrating, and executing all aspects of assigned programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
. Knowledge of the laws and regulations governing general accounting procedures and generally accepted accounting principles and standards.
2. Knowledge of financial management systems and concepts.
3. Knowledge of automated data processing concepts, and systems capabilities, to effectively complete assignments.
4. Skill in the design and development of programming procedures and specifications.
5. Skill in written and oral communication sufficient to prepare reports and guidance and to provide briefings on controversial or complex topics.
6. Ability to gather, assemble, interpret, and analyze financial management information and present it in written reports, statements, and platform briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
