You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FINANCIAL ACCOUNTING DIVISION of COMMANDER NAVY REGION HAWAII.

Duties

You will review financial program execution to ensure compliance with guidance (e.g., Department of Defense [DoD], Financial Management Regulations, Department of the Navy policy and budget guidance, Department of Defense acquisition regulations). You will administer financial management policies and procedures to meet agency goals. You will analyze financial information to create financial reports. You will prepare ad-hoc labor projections and financial reports for customers. You will advise managers regarding financial transactions to facilitate program execution. You will oversee the assignment of work to ensure work is completed based on priorities and resource capabilities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring financial transactions are in compliance with policies and instructions (i.e. Appropriation laws, Financial Management Regulations (FMR), etc.); 2) Completing and submitting financial reports, budget exhibits, and/or data calls; 3) Interpreting financial policies and providing guidance and instruction; 4) Supervising or leading a team of employees (i.e. assigning work, monitoring performance, awarding and disciplining personnel, etc.); 5) Monitoring/reviewing labor transactions to ensure they are supported by Key Supporting Documents to meet audit requirements.
