This position is located at Bureau of the Fiscal Service, Help Desk & Reports Branch. As a Human Resources Specialist (Information Systems) Senior Report Specialist, you will be responsible for providing technical support in the HR Systems line of business that provides customer support, analysis, & training services for a variety of HR systems.
Duties
As a Human Resources Specialist (Information Systems) Senior Report Specialist, you will:
Make recommendations on how to take advantage of automated system capabilities. Assist in solving business issues and implementing organizational and procedural changes and provides advice and guidance to management officials on a variety of complex business problems as they relate to automated HR systems and reports.
Troubleshoot HR System problems which involve direct testing and reviewing reports of sensitive employee HR data to ensure appropriate functioning and accuracy of data flow from one system to another such as the NFC payroll system.
Determine the need to elevate system (e.g., Workforce Analytics/Data Insight, HR Connect, ITM, webTA) issues to Treasury's HR Connect Program Office (HRCPO), ITM Program Office, Kronos, Fiscal Service ISS team, system security team/ISSO liaison, or other business partner. Collect all information needed to troubleshoot issues and monitors business partners' progress to resolve issues. Serve as a key liaison with external business partners.
Provide authoritative technical assistance to situations referred by management and other specialists. Reconsider decisions made by other report writing specialists; and advises on and provides solutions to management officials on complex, controversial, and unprecedented report requests or actions, problems, and issues.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level or equivalent that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as ALL of the following:
- Analyzing and integrating human resources information from multiple data systems to produce required human resources reports; AND
- Analyzing human resources laws, regulations, policy and applying them to the consultation of customers with statistical data reports.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
