This position is located at Departmental Offices, Domestic Finance. As a Management & Program Analyst, you will be responsible for analyzing and advising management on the effectiveness of DF programs and operations in a variety of assignments associated with administrative and/or program support work.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Analyze the administrative operations of the office to determine present workflow, procedures, and productivity.
Make recommendations to establish and or review administrative procedures to enhance productivity and efficiency.
Participate in special projects and assignments and assists the Office in a wide variety of procurement, human resources and management functions.
Research and investigate new or improved business and management practices for application to agency programs or operations.
Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.

Qualifications
You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Analyzing, evaluating, and improving the efficiency of internal administrative activities and operations; AND
Advising senior leadership on the scope and execution of administrative activities and the impact on operational elements within an organization; AND
Applying customer service concepts to assigned tasks and priorities.
SPECIALIZED EXPERIENCE: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Analyzing the administrative operations of an office and developing and implementing new or revised procedures; AND
Collaborating with leadership on the scope and execution of administrative activities and the impact on operational elements within an organization; AND
Using software to produce and edit documents (spreadsheets, presentations, reports, briefings, policies) and post documents to the internet; AND
Applying customer service concepts to assigned tasks and priorities.
SPECIALIZED EXPERIENCE: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes:
Analyzing the administrative operations of an office and developing and implementing new or revised procedures; AND
Using software to produce and edit documents (spreadsheets, presentations, reports, briefings, policies) and post documents to the internet; AND
Applying customer service concepts to assigned tasks and priorities.
OR
You may substitute education for specialized experience as follows: completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
SPECIALIZED EXPERIENCE: For the GS-9 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:
Performing a variety of administrative support functions to facilitate the workflow of the organization, for example, arranging travel, managing calendars, or tracking expenditures; AND
Assisting with relevant paperwork and tracking of information and tasks; AND
Working in a team environment to organize information and provide customer service.
OR
You may substitute education for specialized experience as follows:
a Master's (or equivalent graduate degree); OR
Completion of 2 years of progressively higher-level graduate education leading to a master's or equivalent degree
OR
LL.B. or J.D., if related
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
