Duties

Operates trucks, pickups and other vehicles with a gross vehicle weight up to 26,000 pounds both on and off the installations, over public roads in all types of traffic and in congested industrial areas. Operates a cargo transporter and /or commercial-type trucks to transport material between warehouses. Checks material being loaded or delivered against various receiving, shipping, warehousing and/or other documents. Ensures loads are properly centered, balanced, and secured before and during transportation.

  • The incumbent may be frequently required to work overtime to make deliveries to the Naval fleet or to support stevedoring operations.

Qualifications

To qualify for a Motor Vehicle Operator, your qualifications and resume must support: Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. The SOE and minimum qualifications for this position is: Perform the common tasks of the job to be filled but under close supervision, operating vehicles with a gross weight of up to 10,000 pounds, such as pick up, transports and delivers supplies, cargo, mail, freight, and equipment to various locations and work sites; use computers to process receipts and stow materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Effort: Exerts light to moderate physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to maneuver the longer and heavier vehicles, especially when backing vehicle. Exerts moderate physical effort in the frequent handling of objects weighing up to 40 pounds, and the occasional handling of heavier objects, with the assistance of other workers or weight handling equipment. Physical Demands: The operator is required to work outside and is exposed to all types of weather conditions while loading and unloading vehicles. Employee will be required to drive in all types of traffic and weather and is exposed to the possibility of bodily injury as a result of accidents while driving, or when loading and unloading vehicles. Employee may be assigned to work in areas where certain potentially harmful physical and chemical agents are present. To ensure employee safety and health, the Pearl Harbor Naval Shipyard maintains personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personnel protective equipment, and medical surveillance. As part of the medical surveillance program, the incumbent may be required to take medical examinations to assess his or her medical qualifications for duty involving work with these agents.
