You will serve as a MANAGEMENT & PROGRAM ANALYST in the PUBLIC WORKS BUSINESS LINE of NAVFAC NORTHWEST.

Duties

You will coordinate and prepare budget forecasting. You will compile cost figures and analyzes the effect of cost changes. You will conduct detailed research and analysis of execution expenditures to ensure the accuracy of Product Line financial, resources, commodities performance data. You will develop statistical and narrative performance measurement criteria. You will perform analysis of historical data, operating cost, sourcing opportunities, sources of supply, etc.

Qualifications

FOR GS-11 APPLICANTS: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing Work Management or Financial system applications to extract data, analyze it, and assemble reports; 2) Developing and maintaining data collection excel worksheets or data capture programs; 3) Communicating to management and/or customers results or recommendations based off data analysis; 4) Having skills to educate personnel on work management or financial system applications; 5) Working with multiple departments to produce an end result for a program; and 6) Conducting detailed research and analysis of execution expenditures to ensure the accuracy of Product Line financial, resources, commodities performance data. FOR THE GS-09 APPLICANTS: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing Work Management or Financial system applications to extract data, analyze it, and assemble reports; 2) Assisting with developing and maintaining data collection excel worksheets or data capture programs; 3) Having skills to educate personnel on work management or financial system applications; and 4) Working with multiple departments to produce an end result for a program. Successful completion of a Ph.D. or equivalent doctoral degree

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

Possession of an LL.M., if related

A combination of experience and graduate education as described above that equates to one year of experience.

For the GS-09 Position:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
