About the Position: Independently develops and manages the District Asset Management Program and provides program management and technical oversight of asset management efforts supporting the multi-purpose operating projects within the Operations and Maintenance program, for the Chicago District.

Duties

Lead District in developing a sustainable infrastructure plan. Advise the Chief, Technical Support Branch, Chief of Operations and Regulatory Division, and other District leaders. Develop and documents asset management policy, guidelines, strategy, objectives, and plans. Lead the development and prioritization of long-term investment strategies for operating, maintaining, repairing, replacing, or disposing of assets. Plan, prioritize, coordinate, and align asset management principles into O and M activities for the District. Oversee effort to standardize the District’s use of the Facilities and Equipment Maintenance (FEM) system. Gather and analyze operating project maintenance, technical, and budget data and key performance indicators to prepare charts, graphs, and reports needed to track and illustrate asset inventory, condition, risk, trends, and requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY (Temporary Duty) travel may be required up to 10% of the time.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634,Subpart I USOGE, 6/08).
  • Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • Incumbent must possess a valid State motor vehicle operator's license prior to appointment and maintain as position requires frequent travel to field project sites.
  • This position supervises less than 25%, making it a Code 4 Supervisor. First digit of the CL will remain 0. Code 4 supervisors are ineligible for union membership under the CSRA and are also coded"8888" under their BUS code.

Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
