About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command ACOFS G3 Fort Meade, MD.
Duties
Performs all pre-award and post-award functions for a wide variety of complex and/or specialized acquisitions.
Analyze difficult contracting issues and/or recommend or implement a course of action.
Serve as a warranted contracting officer at the discretion of the Command Acquisition Executive.
Ensure the price schedule is properly structured and determines sources to be solicited.
Plan and conduct negotiations on price, technical requirements, and/or terms and conditions of the contract.
Prepare the agency's response to any protest, as required, fully documenting and defending the Government's position.
Requirements
- Must obtain and maintain a Top Secret security clearance with eligibility for access to Sensitive Compartmented Information (SCI).
- Three-year probationary period may be required.
- Incumbent must sign statement acknowledging this is an Excepted Service position that does not confer competitive status.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position is subject to a pre-employment screening, and random testing thereafter.
- Incumbent will be required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually.
- Incumbent may be required to work overtime.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Practitioner (formerly Level II) Contracting certification within 60 months as of entrance on duty.
- The incumbent selected for this position must meet the NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- The incumbent may be required to travel by military or commercial aircraft in the performance of TDY assignments.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: 1) Knowledge of contracting principles, regulations, and procedures applicable to pre-award and post-award duties sufficient to develop strategies, goals, and objectives; 2) Analyzing problem areas and implement and/or recommend improved methods and operating procedures; 3) Oversee or plan and carry out procurement actions, and administer contracts for a variety of specialized services, commodities, and/or construction contracts using a wide range of contracting methods and contract types; and 4) Knowledge of commercial business practices, and market conditions applicable to contractor responsibility, and/or contractor performance, and to determine acquisition strategy and sources.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
