Duties
As a Management and Program Analyst, you will:
Maintain and revise the Access databases and Excel tools, completing user acceptance testing (UAT) and planning and implementing beta testing where needed, creating/updating written instructions/ guidance, conducting webcasts, providing TA to PHAs and Field Offices on the utilization of the tools as needed, and debugging or making other modifications to the tools as required to ensure the continued functionality of the tools, and FMD's ability to utilize them to successfully implement the Operating Subsidy process.
Manage and model large volumes of data from various systems to identify issues impacting the program at a portfolio level, track portfolio level performance, trends and compliance issues, and assist in the process to calculate funding for public housing projects on an annual basis.
Serve as a project manager on various projects and develops and monitors overall project plans that identify milestones, tasks necessary actions to accomplish milestones, deadlines, and relationships between the tasks, project deliverables, constraints, and responsible persons.
Draft white papers presenting the findings of the analysis and presenting PIH executives options to consider; or draft guidance, Notices, Standard Operating Procedures, or other documents to implement the policy.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
Analyzing the effectiveness of programs or operations in order to serve as an advisory to management; AND
Applying analytical and problem-solving techniques to identify trends, issues, and develop solutions for a governmental programs or private sector business; AND
Manage software programs that impact the organization with implementation of new programs and procedures; AND
Compose written presentations and present them to senior level management, customers, or other stakeholders.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
