This is a developmental position leading to the full performance level of GS-12. Closer supervision and technical guidance and/or on-the-job training are provided. Duties are gradually broadened so the incumbent is eventually performing all of the duties of the full performance level. At the full performance level, the incumbent performs a variety of complex labor relations assignments in the Office of Labor Management and Employee Relations.

Duties

Provides interpretations of laws, executive orders, regulations, collective bargaining agreements and policies both as general guides and in response to managers when highly technical or unusual issues are involved. Develops, interprets and updates complex labor and employee relations policies and procedures. This includes reviewing draft regulations affecting labor and employee relation matters throughout the Agency [cont.] and developing Social Security Administration positions on such issuances. Investigates and attempts to resolve complex issues or problems occurring throughout the Social Security Administration, including those brought to management's attention by the union. Investigates unfair labor practice charges and attempts to affect informal settlement prior to a complaint being issued by the Federal Labor Relations Authority. Advises Social Security Administration management when Unfair Labor Practices complaints are filed with the Federal Labor Relations Authority, prepares responses and motions to dismiss. May review incoming disciplinary and adverse action cases of a complex nature, and determine if the evidence provided is sufficient to warrant the action desired by management, [cont.] and may write proposals, notices and decisions consistent with the consolidated evidence. May provide advice and guidance for management officials involved in complex disciplinary and adverse actions, grievances and unemployment compensation, their supporting staffs, [cont.] and other interested parties concerning the rules, regulations and procedures and other authorities and guidelines governing the processing of these actions. Provides a variety of advisory and consultative services to labor relations counterparts and management officials in the assigned components. Maintains relationships with union officials throughout the Agency.

HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements. To Qualify for GS-9, applicants must have at least 52 weeks of specialized experience at the GS-7, or equivalent, which is in or related to the work of the position to be filled which has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: (1) assisting with studies and analysis of management functions, and processes; (2) assessing the effectiveness of management processes and systems for efficiency; (3) assisting with analyzing data generated by studies and analysis and formulating recommendations, (4) communicating information to management both orally and in writing. This experience should be related to at least one or more of the following areas: matters related to conduct, performance, attendance, or dispute resolution; establishing and maintaining effective relationships with labor organizations, organization policies and procedures, or administrative management. OR Possess a Master's or equivalent graduate degree OR have completed 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR A combination of graduate level education and specialized experience that together meets 100% of the qualification requirements for this position. To Qualify for GS-11, Applicants must have 52 weeks of specialized experience at (or equivalent to) GS-9 (or above) in the Federal service which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must involve (1) providing assistance to employees and managers, program administration, and case management in matters related to conduct, performance, attendance, or dispute resolution; (2) establishing and maintaining effective relationships with labor organizations; (3) negotiating labor agreements; and (4) making recommendations to management on a variety of labor relations matters. OR Possess a Ph.D., equivalent doctoral degree or LL.M (if related). OR Completed three full years of progressively higher-level graduate education (generally at least 54 semester hours) leading to a Ph.D. or equivalent doctoral degree. OR Possess a combination of relevant experience and graduate level education that together meet 100% of the requirements for this position. NOTE -- You must submit TRANSCRIPTS TO SUBSTANTIATE POSSESSION OF QUALIFYING EDUCATION. To Qualify GS-12, Applicants must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must be in one or more functional specialties (e.g., personnel management, recruitment and staffing, security/suitability, classification, employee/labor relations, or benefits) that includes extensive knowledge of Human Resources programs and the ability to apply federal rules, regulations, and procedures. Experience should also include gathering, maintaining and analyzing data in areas such as human resources policies, procedures, systems, etc.; the use of automated systems for gathering data, preparing documents or reports; and the ability to provide assistance to senior staff and to employees regarding variety of labor relations matters and human resources issues, inquiries, problems and complaints. Qualification requirements must be met by the closing date of this announcement. Applicants for promotion to GS-9 must have 52 weeks at the GS-7. Education

For GS-9: Master's or equivalent graduate degree, or successful completion of at least two academic years of progressively higher graduate education in a field that is directly related to the position, or LL.B. or J.D. in a field that is directly related to the position.

For GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, or LL.M. in a field that is directly related to the position.

Combining Education and Experience: Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined. One full academic year of undergraduate study (30 semester hours or 45 quarter hours) beyond the second year is equivalent to 6 months of specialized experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.
