About the Position: The Mission Support Office (MSO) facilitates the governance, growth, and development of the Portland District by providing strategic plans and initiative development, knowledge and quality management, library services, and training and education in order to positively impact organizational effectiveness. The Strategy Officer is the focal point for the planning, design, execution and evaluation of strategic and tactical projects and programs for the District.

Duties

Serves as the Program Manager for District strategic planning, and synchronization of business lines planning. Manage multi-functional teams for developing the command’s collective strategy in areas that effect the accomplishment of the District’s role in the Region’s and the Corps’ mission. Plan, organize and direct the operations of Strategic Business functions, including integration of Regional strategies into the District culture through leadership and effective communication. Collaborate with heads of organizational elements to negotiate, decide on, schedule, and coordinate supporting services and resources through matrix management support systems. Interpret and develop guidance for the identification, research, analysis, and progress assessment in strategy concepts. Develop mechanism for collection of results across a broad spectrum of functional areas assuring best business practices are in effect. Provide the full breadth of technical and administrative supervision over the Office of Administrative Programs. Develop comprehensive training programs to assure availability of technical or managerial expertise in an increasingly complex environment.
