The purpose of this position is to serve as a Health System Specialist to the Executive Leadership Team (ELT) with primary assignment to the Associate Director in all matters. This position reports directly to the Associate Director and responsible for advising and assisting the Associate Director and the ELT with top-level program management aspects related to this position. This position represents the ELT members in meetings, work assignments, discussions, and decisions.

Duties

Duties include, but may not be limited to the following: Incumbent assists the Associate Director in planning, organizing, evaluating, advising and coordinating administrative activities. Responsibilities include improvement of productivity, implementation of management controls, and short and long-range planning. He/she advises top management on matters impacted by programmatic/policy changes. The incumbent advises on and formulates policies and procedures, adapting existing policies and procedures and/or formulating new policies and procedures. The Health System Specialist (HSS) is delegated the responsibility for the study, analysis, evaluation, and formulation of recommendations for the development and improvement of administrative management and operating programs identified below: Identifies and participates in resolving the full range of management problems and assists in the development of proposed management programs on a service, inter-service, medical center. Conducts management studies in organizational entities with critical problems; conducts and integrates cyclical management studies and conducts studies with Systematic Internal Reviews and Management Briefings. The incumbent analyzes, evaluates, and formulates recommendations that result in greater efficiency and economy of operations. Conducts studies that analyze problems of workload, work distribution, workflow, and work controls. The incumbent also performs studies that analyze overtime usage, essentiality of work, organizational structure, and staffing requirements. Conducts in-depth studies to meet needs that may arise or to meet needs that already exist. Conducts logistical type studies which are directed at determining the most effective utilization of space, supplies, transportation, storage facilities, etc. Conducts carries direct responsibility for seeking and finding practical solutions which may be achieved in short- or long-range planning. Serves as a key liaison between individuals interested in health care system positions and organizations that are willing or could partner with the RHJHCS in order to fulfill all workforce needs. Meets regularly with service line managers to coordinate advertising positions and share points of contacts within the community of the specialty. Prepares a plan for the accurate identification of functions needed at the facility to increase the effectiveness of the program facility recruitment processes in conjunction with HR. Meets with stakeholders to review the plan and makes changes as necessary. Incumbent will collaborate with Human Resources and Public Affairs to develop a marketing campaign designed to attract individuals that may not utilize traditional recruitment avenues. Develops employee engagement activities, skill-building opportunities and providing specific resources for Supervisors to help with the adoption of new processes throughout the organization. Nurtures existing community partnerships and develops new partnership opportunities. Analyzes and evaluates on a quantitative or qualitative basis the effectiveness of programs or operations in meeting established goals and objectives. Conducts in depth analysis of facility personal needs and strategies for the healthcare system. In conjunction with HR the incumbent will formulate and implement long and short-term policies, procedures, and program plans for the attraction and retention of staff. Routinely evaluates the program and prepares reports for executives to make informed decisions. Participates in job fairs and other outreach activities and local and national conferences as a facility subject matter expert. Builds and maintains professional points of contact at higher learning establishments throughout the locality. Evaluates special positions need to support the facility needs. Prepares information for the Human Resource Office to ensure that well qualified candidates are attracted for positions where applicants are in short supply. Suggests imaginative approaches to assist with the searches for candidates from sources outside the existing work force. Utilizes a high degree of skill and professionalism in making personal contacts and dealing with representatives of medical/health organizations, hospitals, educational institutions, professional or trade associations, public employment services and other activities to assist in attracting the best candidates to the facility. Identifies key policy issues and priorities and makes definitive recommendations to senior leadership. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM). Undergraduate and Graduate Education: Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the Individual Occupational Requirement candidates must also meet the following specialized experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in modifying standard approaches to healthcare management issues, working knowledge of healthcare organizations, skill in applying analytical and evaluation methods and investigative techniques to calculate statistical information, generate reports, and measure outcome studies; skill in preparing reports, information papers, and statistical process needed for various management-level briefings; skill in gathering and preparing data and information for reports and other documents; skill in communicating with and disseminating information to others using medical and technical terminologies consistent with the scope and setting of the position.
