The VA Northeast Ohio Healthcare System is recruiting for a Program Analyst. Program Analyst will function in the Telehealth section within the Community Outpatient Service .
Duties
Supports the VA Video Connect (VVC), Clinical Video Telehealth (CVT), Store and Forward Telehealth (SFT), and Remote Patient Monitoring-Care Coordination Home Telehealth (RPM CCHT) programs throughout the medical center under the direction of the Community Outpatient Services (COPS).
Manages Cleveland VAMC patient VA loaner device program in support of VA Video Connect (VVC) video to home services, providing access to Veterans that would otherwise not have access to the technology or connection to perform this visit type with their provider.
Manages schedules for Clinical Video Telehealth programs, including those providing video care within the VA and those providing video care to patient homes through VistA, CPRS, and VA Video Connect.
Tracks all Home Telehealth and Clinical Video Telehealth consults to ensure the patients are routed to the correct Telehealth staff member and scheduled into the correct VistA clinic at the correct VA facility.
Supports Telehealth IT systems, including technical support, vendor contracts, service requests, staff training and implementation of equipment.
Manages and trains the Home Telehealth and Clinical Video Telehealth program personnel as they install, troubleshoot, and retrieve all forms of Telehealth equipment.
Coordinates the equipment installation process for both Home Telehealth and Clinical Video Telehealth.
Works with other Telehealth staff to implement improvement initiatives and measure results.
Completes data entry related to Telehealth performance measures within VistA, CPRS, various local and VISN Telehealth scorecards and other related programs for data collection, QI initiatives, JCAHO requirements, etc.
Uses standard approaches to perform a variety of duties related to special projects involving administrative and/or support issues.
Identifies and determines training priorities, conducts surveys, provides training, administers programs, and maintains employee education records, ensuring all staff members are compliant with mandatory training requirements.
Work Schedule: Monday - Friday; 8am - 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitoring, maintaining, or updating data, records, or other information; Collecting, compiling, and organizing information; Using computer systems or applications to access, create, edit, print, send, retrieve, or manipulate data, files, or other information; Verifying accuracy of data or inconsistencies; Serving as a primary point of contact for a specific subject area; Analyzing or interpreting data or other information; Processing or analyzing data using computer systems or applications; Creating tables, charts, graphs, or diagrams to organize or show information; Reviewing reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity; Reading charts, graphs, diagrams, or tables; Providing technical advice in subject matter area to others; and Explaining technical or other complex information orally. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at the GS-7 level. This will be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
