Duties
Description:
Serve as a financial management analyst, performing financial management functions involving the formulation, justification, and/or execution of budget analysis and cost analysis, in support of fiscal control and oversight for the NSIC intelligence community. The incumbent in this position will disseminate guidance and ensure timely system acquisitions to enable programmatically efficient efforts and to support and facilitate successful programming and acquisition.
Daily tasks include monitoring and managing the center's travel budget program, monitoring the center's government purchase card program, formulating financial management plans, ensure center is meeting financial goals, contract execution, and other duties as assigned.
Ideal Candidate:
- Knowledge of AFPAAS, DCAPES, MilPDS, and Microsoft Access database functions
- Detailed and in-depth knowledge of the DoD Planning, Programming, and Budget System and the Acquisition Management Process; budgeting policies, regulations, procedures, and administrative and financial management systems.
- Extensive working knowledge of financial management concepts, principles, and practices.
- Understanding of accounting, contracting, and business processes.
- Knowledge of and ability to perform analysis of alternatives (AOA), course of action (COA) development, and tradeoff analysis.
- Familiarity with Earned Value Management (EVM) principles and objectives.
- Skill in the application of mathematical and statistical analysis and various cost estimating techniques.- Training and experience in DoD, USAF, USSF, and IC financial processes.
- A bachelor's or advanced degree in business administration, economics, finance, or other related field.
Key Skills and Abilities:
1. Knowledge of the interrelationships of military and civilian personnel programs sufficient to properly refer management and service members for assistance and technical problem solving.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to communicate effectively, both orally and in writing.
4. In-depth knowledge of USAF contingency and war mobilization plan requirements, knowledge of NSIC organization wartime mobility requirements.
5. Knowledge of AFPAAS, DCAPES, MilPDS computer and Microsoft Access database functions.
6. Ability to integrate mission requirements and develop or implement planning directives to successfully accomplish the NSIC mobility mission.
7. Ability to analyze facts, identify problems, report findings, make conclusions and recommend corrective or other appropriate action.

- Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- Relocation incentive funding is available.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- The incumbent may be required to work overtime or an irregular work shift.

- This is a Financial Management Level 2 Certified position IA W the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

- A bachelor's or advanced degree in business administration, economics, finance, or other related field is highly desirable.
