About the Position: This position serves as an Information Technology Specialist for HQ, United States Army Special Operations Command (USASOC) with responsibility for leading and developing Information Technology (IT) resource planning and execution.
This position is located in US Army Special Operations Command, Chief Information Office/G6, Operations Division in Fort Liberty, NC.
Duties
Performs duties as an IT Staff Action Officer and financial analyst, responsible for vertical and horizontal staff collaboration, and responsible for the successful financial management of projects and initiatives.
Recommends and facilitates the acquisition of significant IT systems and facilities resources, negotiates reimbursement from various contracting agencies, and manages fiscal obligations and customer funding.
Develops resource administration practices and procedures related to increases and decreases in resource requirements.
Manages and maintains the financial data structure to ensure the accountability of USSOCOM and USASOC resources within various accounting systems.
Serves as the G6 representative to the Force Design Update (FDU), Program Decision Memorandum (PDM), Un-financed Requirements (UFR), and POM working group or meetings to ensure G6 funding coordination.
Coordinates and oversees all G6 IT resourcing and budget execution activities, to include IT execution year, and short-range / mid-range POM projections for the directorate.
Performs direct coordination and collaboration with program/project managers two echelons above the installation level to influence fiscal allocation in support of IT systems and services.
Evaluates and recommends priorities for IT investments throughout the PPBES and acquisition process based upon the USASOC IT Strategic Plan.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret with Sensitive Compartmented Info. security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 05% of the time.
- Must satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005.

Basic Requirement for IT Specialist (Policy and Planning):
Specialized and Other Experience: One year of specialized experience which includes experience: 1) Facilitating the acquisition of significant IT systems and facilities resources. 2) Determining the cost effectiveness of development and introduction of new technology into systems in the inventory or new systems during the acquisition phase. 3) Implementing innovative solutions to resourcing and fiscal problem areas to include the ability to adapt and use new technologies in the accomplishment of duties. 4) Applying principles, practices, and policies of the acquisition program to serve as a technical specialist involved in the planning, organization and managing of systems acquisition ensuring overall compliance with contractual requirements and hardware specifications. 5) Directing complex studies concerning efficiency and effectiveness of information technology requirements to improve and optimize productivity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
