The primary purpose of this position is to serve as a Lead Firefighter responsible for a major piece of firefighting equipment and regularly assigned crew of three or more firefighters engaged in airfield and structural firefighting and rescue operations and the reduction and/or elimination of potential fire hazards.
Duties
This position will support the Federal Government's response efforts to COVID-19.
Leads crew of three or more firefighters, including at least one firefighter (GS-07 or military equivalent) assigned to man a major piece of motorized firefighting equipment such as a pumper, aerial ladder truck, or Airport Rescue Fire Fighting (ARFF) vehicle in firefighting and rescue operations; directs firefighting crew in the operation of firefighting vehicles and equipment.
Directs assigned crew in the performance of crash/rescue and firefighting duties at airfields handling complex (e.g., bombers, cargo, and passenger) aircraft; the performance of structural firefighting duties for a variety of facilities which may include research and/or large industrial complexes; and the performance of hazardous materials (HAZMAT) containment and control and/or Basic Life Support duties.
Leads assigned crew and performs emergency rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victims(s) for transport to a medical facility.
Assigns crew members to perform maintenance of firefighting equipment and fire station facilities; complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

- This position is designated by the Air Force as a Testing Designated Position under the Air Force civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to
- (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as TDP.
- Must be able to pass pre-appointment physical and subsequent annual medical examinations IAW NFPA 1582: Standard on Comprehensive Occupational Medical Program for Fire Departments

- The position operates specialized firefighting vehicles weighting up to 47,000 pounds gross vehicle weight (G.V.W). Incumbent must possess a valid state license to operate vehicles driven; firefighting vehicles are exempt
- from Federal requirements for Commercial Drivers License (CDL).
- Position requires the ability to discern colors, contrast, and depth.
- Heavy physical effort is required in the frequent handling of objects such as cylinders and extinguishers weighting 45 lbs or more; may be required to lift/carry personnel such as an adult male in emergency situations.
- Duties require full use of both arms, both legs and fingers to bend, turn, pull, crawl, kneel, and climb for such tasks as usual of aerial ladders, firefighting equipment controls,
- arranging/connecting hoses, rappelling operation of fire truck and all types of rescue operations, ect.
- This position works 144-hour bi-weekly tour of duty and subjects to rotating assignments between all fire stations to meet staffing requirements in support of the mission. Subject to recall and is inclement weather position.
- Responsible for additional duty program oversight IAW regulatory guidance as determined by the Fire Chief.
- The incumbent will be required to wear uniform, use personnel protective equipment and self-contained breathing apparatus.
- This position requires the employee to work under adverse environmental conditions and falls under the respiratory and hearing conservation program.

May be required to work the Fire Alarm and Communications Center (FACC).
Incumbent of this position must maintain Emergency Medical Responder (EMR) and CPR/AED certifications as condition of employment. Based on mission requirements as determined by the AF EMS Work Group this position may be required to hold a National Registry Emergency Medical Technician (NREMT) and/or state certification. If the EMT level mission is required and the incumbent does not currently hold EMT, the employee must complete the designated NREMT/State certification within one year.
The incumbent of this position must sustain NWCG Wildland Red Card requirements to include annual work capacity test as a condition of employment. If the incumbent does not currently hold the WLF Red Card, they must complete all academic and work capacity test requirements within six months as a condition of employment.
The incumbent of this position may be assigned to the Technical Rescue Team and required to complete additional DoD Firefighter Certifications as directed by the Fire Chief. Once designated as part of the Technical Rescue Team the employer will be responsible for the training but the employee must successfully complete all certification requirements as condition of employment.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available. No alternatives available to support and be removed from any military recall status.
The incumbent must have and maintain a secret security clearance as a condition of employment.
This work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required.
The employee is required to work a 72 hour week on a 24 hour on/24 hour off basis which includes weekends and holidays. May be subject to recall.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Fire Protection and Prevention Series, GS-0081.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Experience demonstrates the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: (1) controlling or extinguishing fire as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination or potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
MAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. For initial appointments, applicants cannot have reached their 37th birthday by date of appointment. This age restriction does not apply to those who have previously served in a Federal civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR to qualified veteran preference eligibles who may be eligible for waivers in accordance with section 3 of DoDI 1400.25-V336. NOTE: Applicants who are past the maximum entry age, are re-entering into a primary/rigorous position and have previous special retirement coverage service - may be eligible to be rehired or reinstated to a primary/rigorous covered position without requiring a maximum entry age waiver if he/she will be able to complete 20 years of covered service by age 57.
Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are: Department of Defense (DoD) Firefighter Certification System as Fire Officer I, Fire Instructor I, Fire Inspector I, HAZMAT Awareness, HAZMAT Operations, HAZMAT Technician, Airport Firefighter (includes Firefighter I, II), Apparatus Driver Operator - Aircraft Rescue and Firefighting, Apparatus Driver Operator - Pumper, Apparatus Driver Operator - Aerial, Apparatus Driver Operator - Mobile Water Supply (MWS).
Note: Employee must be able to obtain both the Apparatus Driver Operator - Aerial and Apparatus Driver Operator - Mobile Water Supply (MWS) IAW DoD Firefighter Certification System within one year. Failure to accomplish the certifications will result in termination from employment.
