Serve as the Nuclear Integration and Analysis Program Analyst providing analytical support to programmatic initiatives and the daily operations of the organization reporting to the Principal Director, Office of Nuclear Matters for day to day operational matters associated with nuclear integration, analysis and enterprise risk management.

This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of APR 02 2020, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3. Covered Positions c. Positions in the acquisition workforce that are responsible for managing any services contracts necessary to the operation and maintenance of programs in the DoD and Positions in science, technology, engineering, or mathematics, including technician positions, within the defense acquisition workforce, or any category of acquisition positions within the DoD designated by the Secretary as a shortage or critical need category

Incumbents typical work assignments may include the following:
- Collaborates with office leadership to ensure strategic alignment with the mission, goals, and objectives of the DASD and PD Nuclear Matters and ensures the proper planning, direction and timely execution of high visibility projects.
- Supports nuclear enterprise analysis and integration efforts including enterprise risk management, enterprise modeling, contingency planning, and cross-cutting analysis of nuclear deterrent programs.
- Prepares, coordinates and leads technical, programmatic and operational analysis of nuclear deterrent programs in support of the semi-annual Nuclear Deputy's Management Action Group (DMAG) meetings.
- Provides overarching staff support and analysis for the Nuclear DMAG Working Group, which is comprised of representatives from stakeholder organizations, to support semi-annual meetings that provide senior leaders with a comprehensive view of nuclear enterprise risks and recommended actions.
- Liaises and maintains effective working relationships with other components in the Nuclear Enterprise and within the organization to address issues that span multiple mission or program areas.
- Participates in regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work accomplished to date, and monitors work in progress.
- Develops, reviews, and/or evaluates reports and briefings related to (among other topics) the nuclear deterrent and in particular the transition from legacy to modern nuclear weapon systems; operational requirements and weapon system capability development; and any related policy or budget matters.
- Reviews and monitors all major modernization programs through In Progress Reviews for DoD systems, and Quarterly Program Reviews for National Nuclear Security Administration warhead and production modernization programs.
- Evaluates legislative language for impacts on assigned areas of responsibility and provides higher echelons with advice and courses of action as needed to minimize negative outcomes and maximize mission effectiveness.
- Supports strategic communications on assigned areas of responsibility, including public statements; media engagements; Congressional reports, inquiries, and testimony; and foreign government interactions.

- DAWIA (Back to Basics) Certification: Position requires DoD Acquisition Program Management Practitioner level certification within 60 months of entry into position and must acquire 80 Continuous learning Points every 24 months.

You may qualify at the NH-03 (GS-12/13 equivalent) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service (experience may have been gained in the military or private sector) that demonstrates your ability to:
1. Review budgetary process, personnel regulations, contract regulations, and resource allocation policies and procedures for a nuclear program.
2. Analyze, facilitate, report and recommend process improvements on improving quality, reducing cost, and establishing process metrics and controls.
3. Evaluate U.S. nuclear weapons, strategic deterrence policies, relevant statues, and interagency relationships to execute the modernization and sustainment of the nuclear deterrent.
4. Coordinate with a wide variety of DoD Components, Federal agencies, private sector partners, and foreign government partners within the Nuclear Enterprise.
