The Management and Program Analyst (MPA) report to the Primary Care Service, GPM. The MPA are responsible for regularly presenting key management indicators to the Chief of Primary Care for presentation to the ELT. The MPA continuously evaluate the outpatient services model within their assigned service lines, VAMC, VISN and throughout VHA in order to propose national access changes that will result in extensive changes in agency policy.

Duties

The MA coordinate efforts with the Chief of Primary Care and other MAs to ensure programs align with national requirements. The MA help provide exceptional Veteran patient experiences by developing, standardizing, implementing, and sustaining key operational/business processes, including scheduling practices, to ensure efficient and effective management of outpatient clinics. Coordinates efforts in collaboration with Chief Primary Care and other MAs to ensure receipt, validation and correction of patient concerns. Corrective actions will usually require assembling teams of subject matter experts throughout VHI. The MA ensure that processes and procedures developed are data-driven. Deploys an analytics system for the collection and analysis of outpatient care feedback for access and quality measures throughout VHI. Evaluates and recommends changes for continuous process improvement. Coordinates with the veterans experience, clinic management, scheduling, and analytic groups. Provides oversight to ensure that local practices and processes within the assigned outpatient clinics are aligned with planning and policies at the network and national access leadership levels. Leads local program planning and execution for VHA-approved program of clinic practice management for assigned service lines. Builds local programs to implement all national guidance. The MA will use advanced principles and strategies for access improvement to review and provide guidance to Clinical Leads (CLs). Review and provide guidance to identify strategies to reduce backlogs. Oversee and monitor existing or emerging workflow issues. Oversee and monitor consult management issues and provide guidance to CLs and Administrative Leads (ALs) when required. Oversee and monitor Information Technology (IT) usage and issues and provide guidance to CLs/ALs as needed. Works to integrate data analytics and measures with continuous process improvement utilizing LEAN, and other improvement methodologies to meet and sustain outpatient care goals and objectives. Collects and analyzes trended data sets to assist in the allocation of resources. Identifies causal interrelationships between the various aspects of outpatient care and its impact on clinical operations in order to achieve and sustain timely, quality, safe, efficient, and effective outpatient care. Develops sustainment and continuous improvement plans for outpatient care teams. Identifies relationships between access and the Veterans experience. Develops implements and monitors improvement actions for sustainment and continuous improvement. Presents continuous improvement plans to Deputy Primary Care, noting resource implications of recommendations. Analyzes and interprets complex data to prepare comprehensive reports for executive leaders. Incorporates LEAN management, system redesign, and process improvement based upon knowledge of VHA's and local MyVA organizational philosophy, policies and management principles. Leads data analyses of performance related to existing internal and/or external requirements. Assists the Deputy Primary Care in the implementation of administrative policies and agreed upon process improvement strategies. Works independently with Primary Care Leadership executive leadership and personnel throughout VHI to implement national and VISN standards and addresses administrative process/system issues and other areas of concern. Works in collaboration with Primary Care Leadership and executive leadership in the preparation for external reviews like Joint Commission. Works with Supply Chain Management and resource service lines to oversee contracted services as they relate to outpatient clinic activities. Reviews and develops input and recommendations for future improvements. Ensures record management guidelines are adhered and maintained in the clinic setting. Makes recommendations for facility improvements including construction, renovation, space utilization and purchase of equipment to support outpatient clinical activity. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS9 position you must have served 52 weeks at the GS7. For a GS11 position you must have served 52 weeks at the GS9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: 1 - 2 years Primary Care experience Qualifications requirement for GS 9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of pulling data from multiple data systems, analyzing findings, note trending, and making recommendations on improvement initiatives and focusing on efforts, assisting in planning, organizing and carrying out duties involving multiple programs within time constraints, without direct supervision. Or experience may also include knowledge of planning and completed work assignments and projects effectively and efficiently organizing, directing, controlling, and coordinating activities in a timely and effective manner. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . Qualifications requirement for GS 11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
