About the Position: This position supports the mission of the Defense Health Agency Healthcare Operations, Joint Trauma System Division, and is located in San Antonio, TX. This is not a remote position.

Duties
Serve as the Subject Matter Expert (SME) in Human Subject Research Protection and consultant for Human Subjects Research, Animal Research, and Clinical Investigation for all research (intramural/extramural) conducted for Joint Trauma System (JTS).
Perform Program Management, developing, implementing and maintaining organization’s DoD Assurance Program and Plan for the Protection of Human Subjects.
Assist in overseeing all JTS compliance programs and execute Institutional Review Boards (IRB’s) compliance responsibilities. Manage the day-to-day operations and oversight of the Human Research Protection Program (HRPP) for the portfolio assigned.
As a recognized expert in the field of human subject protection, represent the institution and its' human subjects' protection program at DoD and national conferences.
Ensure compliance of programs with applicable sponsor, local, state and federal regulations for human subjects’ research, animal use research, recombinant DNA, and Health Insurance Portability and Accountability Act (HIPAA).
Coordinate scientific review of proposals and protocols and conduct site monitoring visits to the Military Treatment Facilities.

Basic Requirement for Human Protections Program Administrator:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes (1) managing the day-to-day operations and oversight of a Human Subject Research Protection Program; (2) coordinating the review of proposals and protocols through Institutional Review Boards; and (3) providing consultation for Human Subject Research, Animal Research, and Clinical Investigation for all research conducted for the agency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
