The primary purpose of this position is to SERVE AS A dOd financial management specialist performing assignments that include special projects such as detection of financial problems, research and resolutions, system improvements and upgrading of existing financial services.

Duties

Performs Financial Analysis associated with annual appropriations such as Operations and Maintenance, multi year funds such as research development, training and evaluation funds, family housing construction funds, central procurement funds, foreign military sales and working capital funds. Monitors budget execution and administration work involving obligations incurred and actual expenditures form different sources and type of funding such as direct annual, multi-year and no-year appropriations. Evaluates and advises management in attaining goals and objectives. Provides technical and administrative instructions on Dormant Account Review Quarterly Serves as focal point for Defense Enterprise and Accounting Management System (DEAMS)

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days at least 52 weeks (1 year) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes obtaining, compiling, and summarizing narrative information and quantitative data for use by others within the office; verifying costs of line items in the budget and entering the costs in standard forms and schedules; and extracting budget and program data. OR EDUCATION: 1 full year of graduate level education or superior academic achievement OR COMBINATION OF EXPERIENCE AND EDUCATION FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD Budgetary and commonly used accounting practices, methods, and techniques and generally accepted accounting pronciples and standards. 2. Knowledge of DoD mission, functions, goals, work processes and sources of funding pertinent to installation base and tenant organizations. 3. Knowledge of sources of factual information about and related to financial analysis such as that found in accounting reports, payroll records, work reports or inventory and supply data. 4. Knowledge of DoD automated data processing concepts and financial management systems capabilities to accomplish accounting tasks. 5. Skill in recording and classifying data. 6. Ability to gather, assemble, interpret and to analyze data to report financial management information. 7. Ability to communicate effectively both orally and in writing, to include presenting financial data in written reports, statements and platform briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
