The Financial Analyst position is located in the Department of Administrative Services Office (DAS), Finance and Procurement Office (FPO), Financial Data and Controls Division (FDCD), Financial Controls Branch (FCB). The FPO is responsible for the management, oversight, and support of the judiciary's finance and procurement activities. The FDCD is responsible for supporting the AO and the courts by developing, implementing, and managing a financial data management and data governance program.

Duties

This position will report to Chief of the Financial Controls Branch (FCB) in the Financial Data and Controls Division (FDCD), Finance and Procurement Office (FPO). The FPO is seeking a self-motivated professional Financial Analyst to join its team. The incumbent will be assisting in analysis of financial management systems, financial statements, and financial management improvement projects; coordinating financial risk and internal control within the FPO, Office of Audit, Office of Compliance and Risk, and Office of the Deputy Director; and reviewing the court units' internal control manuals and providing recommendations for improvement. The duties of this position include, but are not limited to: Assisting in analyzing, developing, documenting, improving, and maintaining the financial management processes, procedures, and standard financial internal controls. Assisting in analysis of financial management processes pertaining to financial management systems, financial statements, financial management improvement projects, and other stakeholders. Coordinating with the AO offices and court units for financial management process walkthrough, documentation, and internal control efforts. Reviewing the Administrative Office of the US Courts and court units' internal control manuals and providing recommendations for improvement. Assisting in implementing, maintaining, and improving the Judiciary-wide physical loss and improper payment tracking and reporting process. Assisting in planning and executing the financial management process and internal control assessments to ensure proper design and operating effectiveness of financial internal controls and relevant IT application controls, and recommendation improvements. Serving as an internal consultant for assigned projects; and supporting financial statement audit readiness projects, including developing the Statement of Assurance for Internal Control over Financial Reporting. Supporting development and implementation of corrective action plans (CAP), and managing and reporting corrective action milestones. Coordinating financial risk identification and internal control within the FPO, Office of Audit, Office of Compliance and Risk, and Off ice of the Deputy Director. Supporting the Judiciary improper payment and financial internal control education and communication strategy by assisting in supporting training and consultation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL areas as defined below: Assisting in analyzing, developing, and documenting financial management processes, procedures, and standard financial internal controls; Assisting in the analysis and execution of financial management processes pertaining to financial management systems, financial statements, and financial improvement projects; and Coordinating financial risk identification and internal control within an organization.
