The Primary Care Service Management and Program Analyst serves as an Analyst directly supporting the management of operational components of Primary Care Services across the health care continuum. He/she works closely with the Primary Care Service Chief/ Primary Care Administrative Officer and other health care professionals and team members, other clinics, internal services and community agencies.

Data Analysis and Recommendation
Incumbent is knowledgeable of mission, organization, programs, work processes, and goals of this VA Healthcare System as well as those of VISN 22 and the Department of Veterans
Affairs.
The incumbent independently conducts qualitative, and quantitative analysis. He/she
provides data from a variety of tools and makes recommendations for facility metrics and
performance improvement. The quality of the data and analysis affects decision-making at
multiple levels of the organization, including Executive Leadership.
The incumbent analyzes and evaluates the effectiveness of programs or operations in meeting established goals and objectives for performance improvement, patient care initiatives, and quality metrics utilizing a wide variety of local, VISN, and National databases, systems, and tools.
Utilizes qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and clinical programs.
Applies knowledge in conducting a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long- range planning.
Designs, modifies, manages, and utilizes computerized data management systems to collect, format, calculate and disseminate findings.
Independently track measures generated by Executive Leadership. He/she will also create
reports in VSSC and SQL based on requests from management.
Program and Systems Management
Incumbent develops and manages systems, processes, and procedures to organize and track a variety of important functions integral to the functioning of the Primary Care Service.
Examples include the facility Primary Care SharePoint, Coordinated Care Agreements, (CCA), and remote access to Vista/CPRS systems for Primary Care staff.
Performs administrative or technical duties associated with developing, revising, maintaining,
Primary Care initiatives and services. Identifies and recommends ways of eliminating,
combining, simplifying or improving procedures and processes. Examples include the
development of forms or databases to track new Primary Care service initiation at multiple
sites and acting as a Primary Care subject matter expert to support local facility staffs in the
utilization of Primary Care technologies.
A significant portion of the systems and records management duty will be focused on the following organizational tools: The Primary Care SharePoint site, the Primary Care orphan report, and PACT reports in VSSC. Primary point of contact for both the Primary Care SharePoint and will provide training, guidance, and support to system end-users across the facility and CBOCs Primary Care enterprise. Ensures facility compliance with end user data input and data maintenance including but not limited to Primary Care resources, sites, users, Primary Care service agreements, and technology management and the SharePoint System, including contacts, assets, documents, etc. Develops and maintains data processes to ensure it is current and accurate by checking if data cross-references to other databases and fits naming conventions and reports audit results to VISN and Facility leadership and to end users, to ensure compliance. Collaborates with end-users to ensure that data input errors or deficiencies are corrected. Provides support with the establishment and/or control of Primary Care service data and records. Adding and maintenance of access control for end users; development and maintenance of service sites and database tables within the software;
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-07 Experience Requirements:
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs administrative or technical duties associated with developing, revising, maintaining, Primary Care initiatives and services. Identifies and recommends ways of eliminating, combining, simplifying or improving procedures and processes. Examples include the development of forms or databases to track new Primary Care service initiation at multiple sites and acting as a Primary Care subject matter expert to support local facility staffs in the utilization of Primary Care technologies. OR,
GS-07 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education
or
superior academic achievement. OR,
GS-07 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
GS-09 Experience Requirements:

Physical Requirements: The work is primarily sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking; standing; bending; carrying of light
