These positions are in the Office of the Chief Financial Officer, National Finance Center, Government Employees Services Division, Client Services Directorate, Applications Testing Branch in New Orleans, LA.
The incumbent serves as a Program Analyst in a Branch responsible for analyzing, testing, evaluating, and improving the effectiveness of National Finance Center (NFC) systems and/or operations; for developing procedures and instructions for
USDA and other Federal agencies serviced by NFC.
Duties
Tests automated payroll/personnel systems and report findings.
Tests ongoing studies of subsystems for automated Payroll/Personnel systems.
Assists project leader on major projects.
Reviews projects requirements for feasibility, cost effectiveness and practicability and report findings to project lead.
Provide to project manager and management the result of findings, impacts on the System and interrelated systems, potential problem areas, resources required and cost effectiveness.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Specialized Experience:
At least one year of specialized experience, equivalent to the GS-07 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as a Program Analyst. Specialized experience is defined as: Experience utilizing payroll/personnel automated systems; experience in the testing of new client data to determine if data requirements are feasible and compatible with the NFC Systems, experience in data analysis, reporting and gathering; and experience preparing presentations that include tables, lists, charts, and graphics.
NOTE: This experience must be demonstrated on your resume/supporting documents.
Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-07 is required to be eligible for the GS-09.
Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted.

You will receive credit for all qualifying experience, including volunteer experience.
Education
Qualifying Based on Education:
GS-09- 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.
Combination of Education and Experience may be substituted for experience in the following: GS-09: You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above the first 18 hours of graduate education is creditable towards meeting the requirement at the GS-09 grade level.) Transcripts are required at the time of application.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
