This position is located within the Strategic Planning and Performance (SPP) Office, supporting the System Portfolio Management - comprised of 3 systems; Defense Case Activity Tracking System, Enterprise (D-CATSe), Case Reporting and Information Management System (CRIMS), and DefenseReady. The incumbent is an IT Specialist responsible for the development/configuration, deployment, and sustainment support of mission essential software and applications.
Duties
Plans, directs, and coordinates activities of IT projects to insure that established milestones are accomplished on time, within prescribed funding parameters, and in accordance with client business objectives.
Ensures program and system compliance with Federal and agency policy and regulations.
Collaborates with cross functional teams for project planning, scheduling, rough order of magnitude cost-estimating, and risk assessment.
Manages IT Projects through all phases from project initiation, configuration or development, testing, and project closure; utilizing both waterfall and agile methodologies to facilitate projects.
Develops and maintains effective stakeholder relationships while working with stakeholders to understand and manage projects; effectively communicates with a variety of audiences ranging from product owner to solution implementation teams.
Maintains efficient and effective customer communications, manages customer expectations, and ensure projects stay within documented scope; documents customer requirements and ensures project objectives align to meet business needs.
Ability to analyze and evaluate current business processes and anticipating requirements. Assists with the translation of customer requirements into user stories and communicating these back to the team.
Experience in analyzing, verifying, and documenting user stories for completeness and comprehensibility.

- Position has been designated as Secret. Incumbent is required to obtain and maintain a Secret security clearance.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Basic Requirements: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized Experience: To meet the basic requirements for this position, applicants must have one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service. The Specialized Experience is defined as demonstrated experience successfully managing critical IT projects with high complexity and/or risk which are part of a portfolio of projects/systems that impact each other and/or cross organizational missions; identifying and analyzing customer requirements, developing a business case, and conducting cost benefit analysis; developing, modifying, and implementing project plans, and identifying and mitigating risk; and be an effective communicator, both verbal and written, and able to prepare and brief professional quality presentations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
