This position is located in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Office of the Computer Information Officer (CIO). The incumbent is the supervisor of the Infrastructure Division responsible for planning, development, implementation, and management of technologies, software applications and server systems for Information Technology (IT) service delivery to OIG.
Duties
Oversees management of server infrastructure and services: Windows and Linux server Operating Systems, virtualization Software, Active Directory, Domain Name Servers (DNS), data backup, print and file servers.
Manages distribution of patches and updates to server and client systems.
Ensures that programs provide efficient and secure client system loads.
Ensures documentation of server systems.
Oversees staff in adherence to relevant security procedures in daily operations.
Oversees development of contract requirements and management of contract resources.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- You may be required to complete a financial disclosure (OGE-450).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must meet Selective Placement Factor.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.
Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.
Specialized Experience is defined as: Experience that includes primary responsibility for leadership and oversight of IT personnel performing implementation and maintenance of server systems in an enterprise environment; review and improvement of server systems; development of backup, Continuity of Operations and disaster recovery related to servers; and application of information assurance requirements.
Selective Placement Factor : Applicant must have recent, substantial, demonstrated expert level experience providing leadership, oversight, and vision for a diverse team of technical employees that provide planning, development, implementation, configuration, optimization, operation, and maintenance of server systems and recent, substantial, demonstrated expert level experience with server systems, infrastructure and services including : Windows and Linux Server Operating Systems, Virtualization Software, Active Directory, Domain Name Servers (DNS), data backup, print and file servers, and the distribution of patches and updates to all server and client systems.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education
Education cannot be substituted for experience at this grade level.
