You will serve as a SECURITY SPECIALIST (COMMUNICATIONS MATERIAL) in the Communications and Information Systems Directorate of COMMANDER US PACIFIC FLEET.

Duties

You will advise the Pacific Fleet Maritime Operations Center (MOC), N6 leadership, and coordinates with numerous Department of Defense (DoD) and Department of Navy (DON) entities. You will focus on Pacific Fleet Communications Security (COMSEC), Keying Material System/Key Management Infrastructure (EKMS/KMI) readiness in support of Pacific Fleet Maritime Operations as the Staff CMS Responsibility Officer (SCMSRO). You will provide security to communications equipment vital to COMPACFLT in order to command and control the Pacific Fleet, assisting with planning of Carrier Strike Group/Expeditionary Strike Group (CSG/ESG) deployments. You will manage, approve, and control the distribution of all COMSEC Keying Material (KEYMAT) for which COMPACFLT is the Controlling Author (CONAUTH). You will promulgate the effective edition and segment status of these KEYMATS to all COMSEC account holders/users of COMSEC/EKMS/KMI information from numerous diverse organizations, including NSA, CYBERPAC, FCC and more. You will continually keep abreast of CSG and ESG deployment cycles and ensure that all deploying forces of the Pacific Fleet are adequately equipped with COMSEC/EKMS/KMI hardware and KEYMAT necessary to meet mission tasking while deployed. You will provide COMSEC/EKMS/KMI planning guidance for all exercises and operations occurring in the Pacific Fleet throughout the calendar year. You will review all COMSEC/EKMS/KMI incident reports involving COMSEC/EKMS/KMI material controlled by COMPACFLT and all other COMSEC incident reports submitted by U.S. Pacific Fleet forces. You will validate compliance with established policy and procedures governing the safeguarding and handling of COMSEC/EKMS/KMI material, assessing, reporting, inspecting and recording the results of audit findings to N6 leadership and NCMS. You will develop and promulgate COMPACFLT policy regarding Communications Security(COMSEC) policy and procedures to all COMPACFLT subordinate commands.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Cybersecurity Management level Advanced within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience applying information security concepts, principles, and practices to analyze and resolve Communications Security, Electronic Keying Material System/Key Management Infrastructure (COMSEC/EKMS/KMI) issues to ensure effective/responsive command and control for the Pacific Fleet.
