The primary purpose of this position is to perform complex planning, control, design, analyze, and installation of integrated work systems in conjunction with the master Programmed Depot Maintenance (PDM) Schedule for near and out year workload.

Duties

The planner will provide accurate planning and forward look support to the PDM, Modification (MOD), and/or Unprogrammed Depot Level Maintenance (UDLM) mission at an aircraft tail number specific level Accomplishes pre-planning of complete aircraft systems, projects and programs prior to scheduled repair of individual end items. Develops/revises standards including labor, materiel, equipment and facility standards in support of shop workloads. Determines the impact of proposed workload changes or acceleration or deceleration of aircraft production schedules. Attends provisioning conferences for material and equipment. Works to achieve and support quality improvement in all products and services. Prepares reports and provides briefings on study findings to all levels of involved management, contractors, program managers, and external audit agencies. THIS IS A FORMAL TRAINING PROGRAM POSITION FOR GS-05 TARGET GS-11 Formal training PROGRAM – Target Promotion Program This position is designated as a Maintenance Workforce Development Program position pay retention MAY be authorized and the selection will be made at the lowest grade level.   • The work requires some physical exertion, such as periods of standing, some bending, crouching, and stooping, stretching or similar activities when making visits to work sites.
  • Some moderate lifting and carrying up to 25 lbs. is required. Otherwise, work is sedentary.
  • Some work is accomplished in an office environment with the remainder in an industrial environment requiring moderate risk or discomfort when visiting shop and/or ramp areas.
  • Required to wear safety devices to protect hearing and eyes when working in the shop area and/or in and around aircraft

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Examples of qualifying specialized experience include: Experience that involved work measurement, simplification, and standardization. OR Methods analysis and improvement. OR Analysis and design of work center facilities and equipment. OR Planning and control of industrial operations. OR Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education. NOTE: You must submit a copy of transcripts. OR Combination of experience and education: A combination of education and experience may be used to qualify for this position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-05 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes applying basic occupational principles of industrial engineering, assisting in fact finding and aiding with program operations; performing administrative assignments and assisting with identifying problems in work projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses such as in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education which meets the specialized experience required for the GS-05. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes serving as a planner in the management of the repair, overhaul, and modification in worldwide support of major weapons systems; and being responsible for material requirements, planning, input to the Bill of Material (BOM), work measurement studies, labor, equipment, and facility standards. OR EDUCATION: One full year of graduate education in any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION:A combination of education and experience may be used to qualify for this position. GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes involving work measurements, simplifications, and standardizations; methods analysis of design of work center facilities and equipment; and planning and control of industrial operations. OR EDUCATION: Two full years of graduate education in any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION:A combination of education and experience may be used to qualify for this position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes serving as an independent planner for all resources planning and control through development of production processes, labor standards, methods time measurement (MTM) studies, and material standards; and applying technical competencies to perform complex assignments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of production material requirements, work sequences, machinery and manpower requirements for aircraft production operations. Knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, engineered time standards, Methods Time Measurement (MTM), layout design and cost analysis. Knowledge of mechanics and construction, maintenance and repair facility work processes and methods. Knowledge of safety and occupational health requirements, as outlined in applicable standards, regulations or technical orders. Ability to apply knowledge of current automation technology and practices to develop and utilize appropriate data collection techniques. Ability to organize and lead study teams. Ability to research, analyze, interpret and apply rules, regulations, and procedures. Ability to communicate both orally and in writing. Ability to maintain good working relationships. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
