The primary purpose of this position is to serve as an independent production planner or leader within the Depot Repair Enhancement Program (DREP) Exchangeable Production Support Center (ESPC).

Duties

Performs complex and comprehensive studies in the repair, overhaul, manufacture and modification of components for a commodities production branch in world wide support of major weapon systems. Studies typically integrate several phases, each of which is an assignment in itself and/or required deviation from standard methods, techniques and policies while significantly impacting workload, operations and/or costs. Production of these components must be accomplished in accordance with cost, schedule and technical requirements and is critical to the successful accomplishments of the Air Force mission. Responsible for production engineering services, including the development of workload planning packages, establishing labor standards, equipment, facility standards Develops and maintains Bill of Materials (BOM) and Work Control Documents (WCD's). Independently performs difficult studies involving a limited area or specialization in several work centers; and/or performs a major portion of a larger or more complex project. Provides guidance and assistance to lower graded planners, as required. Accomplishes initial planning functions to include production planning, manufacture planning and methods improvement. Develops/revises standards to include the following tasks: develops labor, material, equipment and facility standards for shop workloads Develops and file maintains the Bill of Materials (BOM) for all workloads. Supports the Planning Chief, Exchangeable Production Support Chief and Fixer in production meetings and assists in identifying significant planning issues. Provides technical guidance and coordination on unusual technical problems encountered during the production cycle. Coordinates with the responsible production shop manager on determining the level and locations of tracking points in the Inventory Tracking System (ITS). Complies with and assists in implementing Command Standard business practices, policies and procedures. Works to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that involved work measurement, simplification, and standardization. OR Methods analysis and improvement. OR Analysis and design of work center facilities and equipment. OR Planning and control of industrial operations. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes serving as an independent production planner performing complex and comprehensive studies in the repair, overhaul, manufacture and modification of weapon systems. Researches, plans, and initiates job acceptance for programmed and non-programmed workloads including inter-service, organic contract repair and quality deficiency reports. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of production material requirements, work sequences, machinery and manpower requirements for industrial operations. Knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, engineered time standards, MTM, layout designs and cost analysis. Knowledge of mechanics, construction, maintenance and repair facility work processes and methods. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations or technical orders. Understands the requirements for PON's, PCN's, FCRN's and the processing of the JON Closeout. Ability to communicate orally and in writing. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
