You will serve as a Program Analyst in the COMMANDER US FLEET FORCES COMMAND.

Duties

You will analyze, monitor, recommend, and develop action plans, and strategic communications messages for the command. You will support strategic command planning activities. You will research and provide analytical assistance when needed. You will ensure that messages contain the appropriate clarity and coherency accurately conveying the Commander’s intent. You will establish and maintain personal contacts and working relationships with internal and external military and civilian stakeholders across a variety of departments. You will participate in the formation and analysis of policy, and long-range planning with executive management focusing on the organization-wide aspects of the USFF Headquarters and its subordinate commands. You will assist with developing and recommending solutions that seek to define, evaluate, resolve, and improve business management processes across the USFF. You will develop performance indicators for programs and processes, ensuring the most efficient and effective use of available resources.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and comprehensive knowledge of major headquarters operations. Comprehensive knowledge of the Department of the Navy (DON), the priorities of the DON leadership, USFF missions, and the priorities of the Commander, U.S. Fleet Forces. Experience and knowledge of theories, practices and techniques related to strategic planning activities, including leading the planning process, documenting a strategic plan and ensuring effective follow-on measurement is completed. Experience and skill in applying a broad knowledge of the interrelationships between various functional areas to ensure interoperability and compatibility. Experience leading and supporting broad studies involving multiple disciplines and polices that affect all major Command mission areas. Experience and knowledge of applicable DoD, Joint, Navy, and USFF planning guidance, goals, objectives, and critical command relationships. Experience effectively communicates using a variety of methods, including interpersonal, electronic, and print, to all levels in the organization. Experience developing new insights into situations and apply innovative solutions. Experience and knowledge of team building concepts in order to consistently develop and sustain cooperative working relationships to accomplish goals. Experience and mastery of writing, editing, and research skills in order to develop comprehensive reports and other written materials such as briefing papers, congressional profiles, correspondence. GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience communicating using a variety of methods, including interpersonal, electronic, and print, to all levels in the organization. Experience providing research and analytical assistance. Experience supporting command strategic planning activities. Experience developing and recommending solutions to define, evolve, evaluate, and/or improve business and management processes. Experience and knowledge of team building concepts in order to consistently develop and sustain cooperative working relationships to accomplish goals. Experience executing strategic communication planning activities from conceptualization through measures of effectiveness, including developing action plans and/or timelines, monitoring, documenting, and ensuring assigned communications projects meet specific goals.
